ՀԱԿ-ը ՀՀ Ոստիկանության ղեկավարից պահանջում է միջոցներ ձեռնարկել ՀԱԿ քարոզարշավի նկատմամբ խոչընդոտները բացառելու ուղղությամբ


 ՙՀայ Ազգային Կոնգրես՚ ԱԺ խմբակցության ղեկավար, Հայ Ազգային Կոնգրես կուսակցության ընտրական շտաբի ղեկավար Լեւոն Զուրաբյանը նամակ է հղել ՀՀ Ոստիկանապետ Վլադիմիր Գասպարյանին, որում նշել է Երևանի ավագանում ընտրություններում ՀԱԿ քարոզարշավի նկատմամբ խոչընդոտների մասին:

Ինչպես ԱրմԻնֆո գործակալությանը տեղեկացվել է ՀԱԿ մամուլի ծառայությունից, նամակում, մասնավորապես, նշվոի, է. ՙԻնչպես Ձեզ հավանաբար հայտնի է, Հայ Ազգային Կոնգրես կուսակցությունը մասնակցում է Երեւանի ավագանու մայիսի 5-ին կայանալիք ընտրություններին: Ապրիլի 17-ին եւ 18-ին մեր կուսակցության ակտիվիստները,  նախընտրական քարոզչություն իրականացնելիս, հանդիպել են իշխող Հանրապետական կուսակցության, նրա համակիրների կողմից կազմակերպված` ընտրական իրավունքի իրականացմանը խոչընդոտելու եւ քարոզչություն անող քաղաքացիներին ահաբեկելու փորձերի: Մասնավորապես, Ավանում եւ Կենտրոնում նախընտրական քարոզչական նյութեր բաժանող մեր ակտիվիստներին մոտեցել են մարդիկ, ովքեր քարոզչության իրականացման դադարեցման ապօրինի պահանջներ են ներկայացրել, սպառնալիքներ տեղացել, որոշ դեպքերում անգամ բռնություն կիրառել: Կատարվածի մասին մանրամասն տեղեկություններ կարող եք գտնել  iLur.am տեղեկատվական կայքում: Ապրիլի 19-ին արդեն Ձեր ենթակայության տակ գտնվող ոստիկանական ստորաբաժանումները խոչընդոտել են Հայ Ազգային Կոնգրեսի երիտասարդ ակտիվիստների կողմից Երեւանի քաղաքապետարանի դիմաց կազմակերպված ոչ զանգվածային միջոցառում հանդիսացող նախընտրական ակցիայի իրականացմանը: Մասնավորապես, ոստիկանությունը, կոպտորեն խախտելով քաղաքացիների ընտրական իրավունքը, ազատ տեղաշարժի եւ ցույցեր, հավաքներ ու երթեր անցկացնելու իրավունքները, պատնեշներ է կազմակերպել երթի մասնակիցների առաջ, այնուհետեւ բռնություն կիրառել խաղաղ ցուցարարների նկատմամբ, հրմշտոց սարքել՝ նպատակ ունենալով ձախողել նախընտրական ակցիան:

Ոստիկանության անգործությունը Հայ Ազգային Կոնգրեսի կողմից իրականացվող նախընտրական քարոզչությունը խոչընդոտելու ապօրինի փորձերի նկատմամբ, ինչպես նաեւ հենց ոստիկանության կողմից քաղաքացիների սահմանադրական ազատությունների եւ ընտրական իրավունքի խախտումները վկայում են, որ ոստիկանությունը օրինականությունը եւ իր գործունեության մեջ քաղաքական չեզոքություն պահպանելու փոխարեն, կատարում է իշխող քաղաքական ուժի ապօրինի հրամանները:
Պահանջում եմ անմիջապես դադարեցնել քաղաքացիների իրավունքների ոտնահարումը եւ ապօրինությունները, քաղաքական չեզոքության դիրքերից պատշաճորեն պահպանել հասարակական կարգը, պաշտպանել քաղաքացիների ընտրական իրավունքները՝ համաձայն Հայաստանի Հանրապետության Սահմանադրության եւ օրենքների: Առաջարկում եմ Հայ Ազգային Կոնգրեսի ընտրական շտաբին տեղյակ պահել ընտրական գործընթացի օրինականության պահպանման համար պատասխանատու ոստիկանական պաշտոնյաների անունների եւ կոնտակտային տվյալների մասին, ինչը թույլ կտա ապօրինությունների կանխման նպատակով արագ արձագանքման մեխանիզմներ ստեղծել՚,-ասված է նամակում:

Հիշեցնենք, որ մարտի 21-ին լրացավ Հայաստանի քաղաքական ուժերի կողմից Երևանի ավագանում ընտրությունների թեկնածուների առաջադրման նպատակով փաստաթղթերի ընդունման ժամկետը: Ըստ սահմանված կանոնակարգի, ցուցակների գրանցումը տեղօ ունեցավ մինչև մարտի 31-ը, իսկ քարոզարշվը մեկնարկեց ապրիլի 7-ին: Մայիսի 4-ին մայրաքաղաքում կհայտարարվի ՙլռության օր՚, իսկ մայիսի 5-ին տեղի ունենա քվեարկությունը: Ըստ ՀՀ ԿԸՀ տվյալների, ընտրցուցակները հաստատելու նպատակով անհրաժեշտ փաստաթղթերը սահմանված ժամկետներում ներկայացրել են` ՀՀԿ-ն, ԲՀԿ-ն, ՕԵԿ-ը, ՀԱԿ-ը, ՀՅԴ-ն, ՙԱռաքելություն՚ կուսակցությունը և ՙԲարև Երևան՚ դաշինքը: Ըստ վերջին տվյալների, ընտրություններին ներկա կլինեն 261 դիտորդներ:
