ԱԺ խոսնակ. Ադրբեջանը խեղաթյուրում է ղարաբաղյան հակամարտության էությունն ու հետեւանքների բուն պատճառները

ԱԺ խոսնակ. Ադրբեջանը խեղաթյուրում է ղարաբաղյան հակամարտության էությունն ու հետեւանքների բուն պատճառները

ԱԺ նախագահ Հովիկ Աբրահամյանը հունվարի 9-ին Բրյուսել պաշտոնական այցի ընթացքում հանդիպում է ունեցել Եվրոպական ընդլայնման եւ հարեւանության քաղաքականության հարցերով ԵՄ հանձնակատար Շտեֆան Ֆյուլեի հետ: Ինչպես ԱրմԻնֆո գործակալությանը հաղորդեցին ԱԺ հասարակայնության եւ տեղեկատվության միջոցների հետ կապերի վարչությունից, հանդիպման ժամանակ կողմերը քննարկել են ՀՀ-ԵՄ հարաբերությունների զարգացման հեռանկարները, բարձր գնահատել արդեն իսկ արձանագրված քաղաքական երկխոսության դրական դինամիկան եւ երկուստեք այն պահպանելու եւ շարունակելու պատրաստակամություն հայտնել:
Նշվել է, որ առաջընթաց է արձանագրվել ՀՀ-ԵՄ բանակցային գործընթացում` Ասոցացման համաձայնագրի եւ Խորը ու համապարփակ ազատ առեւտրի գոտի ստեղծելու ուղղությամբ, միեւնույն ժամանակ բանակցությունները 2013 թվականին ավարտին հասցնելու պատրաստակամություն է հայտնվել, ինչը նոր որակ կհաղորդի Հայաստան-Եվրամիություն հարաբերություններին: Անդրադարձ է եղել նաեւ ՀՀ-ի տնտեսական եւ ժողովրդավարական ներքին բարեփոխումների ընթացքի վրա այդ գործընթացի դրական ազդեցությանը: Խոսվել է մուտքի արտոնագրերի եւ հետընդունման բանակցային գործընթացն ավարտելու եւ պայմանագրերի շուտափույթ վավերացման անհրաժեշտության մասին: Կարեւորվել է այդ պայմանագրերի իրագործումը, ինչը ճանապարհ կհարթի դեպի մուտքի արտոնագրերի ազատականացումը ՀՀ քաղաքացիների համար: Շտեֆան Ֆյուլեն իր հերթին երախտագիտություն է հայտնել ՀՀ կառավարության որոշման համար, որով ԵՄ քաղաքացիները կարող են առանց վիզաների ձեռքբերման մուտք գործել Հայաստան: Կարեւորվել է նաեւ ՀՀ իշխանությունների պատրաստակամությունը ազատ եւ եվրոպական չափանիշներին համապատասխան նախագահական ընտրություններ անցկացնելու վերաբերյալ: Հանդիպման վերջում ԱԺ նախագահ Հովիկ Աբրահամյանը մեկ անգամ եւս շնորհակալություն է հայտնել ակտիվ համագործակցության համար եւ հավաստիացրել, որ Հայաստանը պատրաստակամ է հնարավորինս կիրառելու համագործակցության հնարավորություններն ու գործիքները:

ՀՀ Ազգային ժողովի նախագահ Հովիկ Աբրահամյանը նույն օրը հանդիպել է Բելգիայի Թագավորության Սենատի նախագահ Սաբին դը Բեթյունի եւ Ներկայացուցիչների պալատի նախագահ Անդրե Ֆլաոյի հետ: Հանդիպման ժամանակ կարեւորվել են երկու երկրների միջխորհրդարանական համագործակցությունն ու շփումների ակտիվացումը, այդ թվում` խորհրդարանական բարեկամական խմբերի եւ մշտական հանձնաժողովների անդամների փոխայցելությունները: Կարեւորվել է նաեւ միջազգային կազմակերպությունների խորհրդարանական վեհաժողովներում խորհրդարանականների սերտ համագործակցության հաստատումը: Քննարկման ժամանակ կարեւորվել է ՀՀ-ԵՄ հարաբերությունների զարգացման հեռանկարը, այդ թվում` այն փաստը, որ ԵՄ Արեւելյան գործընկերության նոր գաղափարախոսության հիմքում ընկած է ՙավելին` ավելիի դիմաց՚ սկզբունքը, որը նախատեսում է Եվրամիության կողմից գործընկեր երկրներին ավելի շատ աջակցության տրամադրում` ավելի շատ բարեփոխումների դիմաց: Անդրադառնալով Հայաստանում իրականացվող բարեփոխումներին` ԱԺ նախագահը վստահեցրել է, որ, անկախ տարածաշրջանում առկա խնդիրներից եւ մարտահրավերներից, Հայաստանը հաստատակամորեն ընտրել է պետականաշինության ժողովրդավարական ճանապարհը: Հայաստանը հաստատակամ է եվրոպական չափանիշներին համապատասխան խորքային եւ համակողմանի բարեփոխումները շարունակելու հարցում: Եվրամերձեցման քաղաքականությունը Հայաստանի համար ոչ միայն ներքին բարեփոխումների, այլեւ արտաքին քաղաքական օրակարգի առանցքներից է:

Հովիկ Աբրահամյանն անդրադարձել է ԼՂ հակամարտության կարգավորման գործընթացին, նշելով, որ հայկական կողմի դիրքորոշումը հիմնված է միջազգայնորեն ընդունված երեք սկզբունքների վրա. դրանք են` ուժի եւ ուժի սպառնալիքի չկիրառումը, ազգերի ինքնորոշումը եւ տարածքային ամբողջականությունը: Ադրբեջանը շարունակաբար խոչընդոտում է այս գործընթացին՝ կառուցելով իր քաղաքականությունը միայն մեկ՝ տարածքային ամբողջականության սկզբունքի վրա: ԱԺ նախագահի գնահատմամբ` այս մոտեցմամբ հնարավոր չէ խոսել փոխզիջումների մասին:
Հովիկ Աբրահամյանը նշել է նաեւ, որ Ադրբեջանը, խեղաթյուրելով հակամարտության էությունն ու հետեւանքների բուն պատճառները, նաեւ քայլեր է ձեռնարկում հակամարտության կարգավորման մեջ ներքաշելու այլ միջազգային կազմակերպությունների, փորձելով խոչընդոտել բանակցային գործընթացը եւ հետապնդելով քարոզչական նպատակներ, ինչը միանգամայն անընդունելի է:

ԱԺ նախագահ Հովիկ Աբրահամյանի հաջորդ հանդիպումը ԵԽ ԵԺԿ խմբակցության ղեկավար Ժոզեֆ Դոլի հետ էր: Հանդիպման ընթացքում անդրադարձ է եղել Հայաստան-Թուրքիա հարաբերությունների կարգավորման հարցին: ԱԺ նախագահը նշել է, որ այս հարցում Հայաստանը մշտապես հանդես է եկել կառուցողական նախաձեռնություններով, հավատարիմ է մնացել Ցյուրիխում ստորագրած արձանագրությունների ոգուն եւ պատրաստակամ է առանց նախապայմանների կատարելու իր ստանձնած պարտավորությունները: Այնինչ Թուրքիան շարունակում է առաջ քաշել արձանագրություններում բացակայող նախապայմաններ, որոնք ի սկզբանե անընդունելի են Հայաստանի համար: 
Հունվարի 10-ին ԱԺ նախագահ Հովիկ Աբրահամյանը պաշտոնական հանդիպումներ կունենա Եվրախորհրդարանի նախագահ Մարտին Շուլցի եւ Եվրոպական խորհրդի նախագահ Հերման վան Ռոմպուի հետ:
