ՀՀ երկրորդ նախագահի գրասենյակը մեղադրում է էներգետիկայի և բնական պաշարների նախկին նախարարին անգրագիտության մեջ և կոչ անում լռել

Ցավոք, կառավարությունում տասից ավելի տարիներ աշխատած նախարարը չի հասկացել /կամ ձևացնում է, որ չի հասկացել/ տարբերությունը կառավարության կողմից ձեռնարկության` իբրև գույքային համալիրի մասնավորեցման և կառավարության համաձայնությամբ ձեռնարկության իսկ կողմից ակտիվների օտարման միջև: Առաջին դեպքում դա օրինական մասնավորեցում է` գումարները մտնում են ՀՀ բյուջե և, համապատասխանաբար, ծախսվում Ազգային ժողովի վերահսկմամբ: Իսկ երկրորդում՝ թաքնված /ապօրինի ու անհասկանալի/ սեփականացում է, որի միջոցները գնում են ձեռնարկության սեփական հաշիվներին և, համապատասխանաբար, կարող են ծախսվել՝ շրջանցելով խորհրդարանը: Այս մասին ասվում է ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանի գրասենյակի մեկնաբանությունների մեջ`կապված ՀՀ Էներգետիկայի նախկին նախարար, ներկայումս ՀՀ նախագահի խորհրդական Արմեն Մովսիսյանի Tert.am-ին տված հարցազրույցի հետ: 


Հիշեցնենք, որ Մովսիսյանը Tert.am-ին հայտարարել էր. ՙՈրոտանի գործարքում մասնավորեցվում է գույքային համալիրը, և սա ամենևին էլ առաջին նախադեպը չէ մեր երկրում, երբ մասնավորեցվում է գույքային համալիրը, ոչ թե ընկերությունը և որ այդ համալիրը մասնավորեցվում է կառավարության համապատասխան որոշումերով: Այսպես, 2003 թվականին Հայաստանի իշխանությունները մասնավորեցրել են ՙՍևան-Հրազդանյան Կասկադ՚ ՓԲԸ և ՙՀրազդանի ՋԷԿ՚ ՓԲԸ գույքային համալիրները: Նշված դեպքերում գործընթացներն իրականացվել են առանց խորհրդարանի, որոշումներն ընդունվել են կառավարության կողմից և, համաձայն այդ ժամանակ գործող Սահմանադրության պահանջի, վավերացվել են գործող նախագահի կողմից: Այս գործարքների նկատմամբ քննադատություն, մեր օրերում, կարծես թե չեն հնչում: Կարծում եմ, զուտ մտահոգ տրամաբանության հարթությունում այս փաստը մի փոքր դժվար է բացատրել, քանի որ իդենտիկ նույն սկզբունքով կատարված գործարքներից երրորդը չի կարող զարմանալի լինել, իսկ առաջին երկուսը՝ ոչ, հետևաբար բացատրությունը պետք է փնտրել բոլորովին այլ դաշտում՚


Սակայն, ինչպես գտնում է ՀՀ երկրորդ նախագահի գրասենյակը, Որոտանի կասկադի գույքային համալիրի վաճառքի գործարքը վատ շարժառիթ չէ այդ ձևով 180 միլիոն դոլար ձեռքի տակ ունենալու համար: ՙՙՈրոտանի՚ վերաբերյալ որոշումը հենց այդպիսին է` կառավարությունը հավանություն է տալիս ձեռնարկության կողմից իր բոլոր էներգետիկ ակտիվների օտարմանը, իսկ գործարքի միջոցները /180 մլն դոլար/ պետք է գնան մի ձեռնարկության հաշիվներին, որը արդեն, փաստորեն, գոյություն է ունենալու միայն թղթի վրա: Ի դեպ, Որոտանը 2006թ. հանվել է մասնավորեցման ծրագրի ցանկից /ՀՕ-124-Ն 31.05.2006թ./, այսպիսով, իբրև գույքային համալիր, ձեռնարկության ի՞նչ մասնավորեցման մասին է խոսում նախկին նախարարը: Նրա կողմից բերված օրինակները ոչ մի ընդհանուր բան չունեն ՙՈրոտան՚-ի արտասովոր վաճառքի դեպքի հետ: Իսկ Հրազդանի ՋԷԿ-ը ընդհանրապես վաճառվել է ՙԳույք պարտքի դիմաց՚ գործարքի շրջանակներում՝ ԱԺ-ի կողմից համապատասխան օրենքի ընդունմամբ և Սահմանադրական դատարանում նախնական քննարկմամբ: Ա.Մովսիսյանի հայտարարությունն այն դեպքն է, որի համար մտածվել է ՙԼռությունը ոսկի է՚ ասացվածքը: Կարելի է միայն պատկերացնել, թե ինչ որակի խորհուրդներ կարող է տալ այսպիսի ՙխորհրդականը՚ նախագահին՚,- ասվում է Ռոբերտ Քոչարյանի գրասենյակի հայտարարության մեջ:
