Նույնիսկ եվրոպական չափանիշներով ամենաթանկ գազն ենք սպառում, իր ֆեյսբուքյան էջում գրել է ԱԺ պատգամավոր, ՀՀ նախկին վարչապետ Հրանտ Բագրատյանը:


ՙԳազի գների մասին վերջին օրերին կուտակված տեղեկատվությունը զարմանք է հարուցում։ Գազպրոմ ընկերության ղեկավար Ա.Միլլերը վերջերս երևանում հայտարարեց, Հայաստանը հետայսու գազը կստանա ՌԴ ներքին գներով, ՌԴ Նախագահ Վ.Պուտինը նշեց, որ տեսեք երոպայում մեր գազը սպառում են 500 դոլարով։


ՀՀ էներգետիկայի նախարար Ա.Մովսիսյանը հպարտությամմբ նշեց, որ Հայաստանը գազը ստանում է 189 դոլարով, իսկ ՀՀ Նախագահի աշխատակազմի ղեկավարը հայտարարեց, որ գազի գնի իջեցում չի լինի։ Դրանից հետո Ա.Մովսիսյանը ԱԺ-ում հայտարարեց, որ առաջիկա 5 տարիներին գազի գնի բարձրացում չի լինի, բայց կշարունակվի պարտքի կուտակումը (մոտ 600 մլն դոլար առաջիկա 5 տարիներին)։ Ավելի վաղ նա հայտարարել էր, որ իբր թե Իրանն առաջարկել է 400 դոլար գին 1000մ3 գազի համար։ Հայաստանում Իրանի արտակարգ և լիազոր դեսպան Մ.Ռայեսին ճշտում է. Իրանի հետ բանակցություններ չեն եղել և գնի մասին խոսակցություն լինել չէին կարող։ Ի՞նչումն է բանը։ ՀՀ դիմել է ՄՄ մտնելու համար, նրա նկատմամբ կիրառվում են ՌԴ գազի ներքին գները, գազի գնի իջեցում չի լինելու, մենք գազը ստանում ենք 189 դոլարով (1000մ3-ի դիմաց) և, այնուամենայնիվ, մեր բնակիչները ներկայումս գազը սպառում են 391 դոլարով կամ 158000 դրամով։


Բելառուսը 2013թ ՌԴ-ից գազը ստացել է 166 դոլարով և բնակչությանը վաճառել 155,9 դոլարով նրանց համար, ովքեր հաշվիչ ունեն և 3.6 դոլար ամսվաճար մեկ շնչին այն ընտանիքների համար, ովքեր հաշվիչ չունեն (nbnews.com.ua/ru/news/72326/; finance.tut.by/news372864.html)։ Ի դեպ, էլեկտրաէներգիայի 1 կվտ/ժամ-ը Բելառուսում արժի մեր փողով 5.5 դրամ։ Բելառուսական իշխանությունները խոստովանում են, որ բնակչության համար մի փոքր սուբսիդավորում են գազի մանրածախ գները։ Ինչևէ, այս երկրում մանրածախ (բնակչությանը վաճառվող) և մեծածախ (այն գինը, որով Բելտրանսգազը գազը ստանում է Գազպրոմից) գների միջև եղած տարբերություն մեծ չէ։ Ուկրաինական Նավթագազը ՌԴ-ից (Գազպրոմից) այս պահին գազը ստանում է մոտ 440 դոլարով (գինը փոխվում է եռամսյակներով, տարեսկզբին 432 դոլար էր՝ nbnews.com.ua/ru/news/72326/), իսկ բնակչությանը վաճառում է 87.8 (եթե տարեկան սպառումը 2500մ3-ից ավել չէ), 132,9 (2500-ից մինչև 6000մ3), 272 (6000-ից մինչև 12000մ3) և 325 դոլարներով (ավելի քան 12000մ3) (տես՝www.kyivgaz.ua/ru/nashim-klientam/czeny-i-tarify-na-gaz.html)։ Այսինքն, Ուկրաինայում բնակչության մատակարարվող գազն արժի հիմնականում 88 դոլար (բնակչության մեծ մասը բավարարվում է 2500մ3 քանակությամբ)։ Սրանք Կիևգազի գներն են։ Մյուս ուկրաինական մարզերում գների մակարդակը նույնն է։ Ի դեպ, էլեկտրաէներգիայի գինը Ուկրաինայում 13.7 դրամ է (մինչև ամսեկան 150 կվտ սպառման դեպքում և 17.8 դրամ մինչև ամսեկան 800 կվտ սպառման դեպքում) (www.nerc.gov.ua/?id=4787)։


ՌԴ-ում գազի գներն ըստ մարզերի են։ Մարզային գազարդները, որպես կանոն, պատկանում են Գազպրոմին։ Այնպես որ այստեղ գազի մեծածախ գին հասկացությունը պայմանական է։ Այդուհանդերձ, գազի մանրածախ գինն, օրինակ, Սարատովի մարզում 127 դոլար է ջեռուցման դեպքում և 227 դոլար գազօջախի համար (www.sargc.ru/stoimost-prirodnogo-gaza.html), իսկ Ռոստովի մարզում 125 դոլար է (http://rst.donland.ru/Default.aspx?pageid=118788)։ Ի դեպ, ՌԴ-ում 2011-2012-2013թթ էլեկտրաէներգիայի մանրածախ գները միջին հաշվով եղել են 30,3 դրամ, իսկ 2014թ բնակչությանը վաճառվող “սոցիալական” էլեկտրաէներգիայի նվազագույն գինն է 22 դրամ (Կրասնոյարսկի մարզ), իսկ առավելագույն գինը 40 դրամ (Ռոստովի մարզ), միջին գինը՝ 30 դրամ (www.fstrf.ru/tariffs/info_tarif/electro/citizens/442)։ Հիմա Հայաստանում մենք գազը սպառում ենք 158000 հազ դրամով կամ 391 դոլարով։ եթե փորձենք այս գինը դարձնել եվրոպական՝ կալորիականությամբ, ապա մենք այն պետք է բազմապատկենք 1,27-ով։ եվ այսպես, Հայաստանում վաճառվող գազի եվրոպական գինն է՝ 496 դոլար։ Շատերն ասում են, зато մենք ՌԴ-ից գազը ստանում ենք 189 դոլարով։ Է մեջն ինչ կա։ Մեզ ինչ, թե Գազպրոմը Հայռուսգազարդին ինչ գնով է վաճառում։ Ի վերջո նույնիսկ եվրոպական չափանիշներով ամենաթանկ գազն ենք սպառում։ Անհասկանալի է, թե ուր մնաց ներքին գին ասվածը։ Անհասկանալի են Ա.Մովսիսյանի խոսքերն էժան գազի մասին։ Այս մասին, սակայն, մյուս անգամ՚,- գրում է Բագրատյանը:
