Դեսպան. Հայաստանի և Ճապոնիայի փոխհարաբերությունները հաճախ ասոցացվում են հավի ու ձվի հետ կապված հավերժական դիլեմայի հետ

Ճապոնիայի բիզնես-հանրությունը շատ թույլ պատկերացումներ ունի Հայաստանի մասին, ընհանրապես, մասնավորապես, հայկական տնտեսության նորուժի մասին: ԱրմԻնֆո գործակալության թղթակցի հետ զրույցում նման կարծիք է արտահայտել Ճապոնիայում Հայաստանի դեսպան Հրանտ Պողոսյանը: Նրա խոսքերով, Հայաստանի և Ճապոնիայի փոխհարաբերությունները հիմնված են փոխադարձ հարգանքի վրա, սակայն, հաճախ ասոցացվում են նաև հավի ու ձվի հետ կապված հավերժական դիլեմայի հետ:


Այս առումով Դեսպանն ընդգծել է անցումը Հայաստանին մատուցվող տեխնիկական օգնությունից դեպի կոնկրետ ներդրումային նախագծերի իրականացումը, ինչը կապված է բազմաթիվ դժվարությունների հետ, այդ թվում նաև փոխադարձ ներդրումների պաշտպանվածության իրավական բազայի ստեղծման, ինչպես նաև փոխկապակցված այլ պրոբլեմների հետ: <Հայաստանի տնտեսությունում ճապոնական ներդրումների ներգրավումն ապագայում դյուրացնելու նպատակով նման բազայի ստեղծման հետ կապված առաջարկները բախվում են թյուր ըմբռնումներին, որոնք կապված են ինչպես այսօր իրականացվող բիզնես-նախագծերի բացակայության, այնպես էլ թույլ հետաքրքրության հետ>,-նշել է Պողոսյանը: Այնուամենայնիվ, Դեսպանը գտնում է, որ համագործակցության զարգացման գործընթացն ընթանում է առաջ` մշակութային ծրագրերի իրականացման, տեխոլոգիական ֆորումների կազմակերպման, ճապոնական մամուլում Հայաստանի մասին հոդվածներ տպագրելու միջոցով: <Ներկայումս Ճապոնիայի արտաքին քաղաքական առաջնահերթություններն են Հարավ-Արևելյան Ասիայի ոչ մեծ շուկաները, ինչպես նաև ավանդական գլոբալ շուկաները, դրա համար էլ ճապոնական ներդրումները Հարավ-


Կովկասյան տարածաշրջանում սահմանափակվում են` բացառապես նավթային բիզնեսով>,-նկատել է Դեսպանը: Նրա կարծիքով, որպեսզի ճապոնական ընկերություններն իրենց պատրաստի, հատկապես բարձր տեխնոլոգիական, ապրանքները  վաճառելուց բացի անցնեն ներդրումներին` դեռ շատ երկար պետք է աշխատել: <Եթե ազնվորեն խոսենք, ապա դա շատ դժվար աշխատանք է, և այդ ուղղությամբ մենք դեռ հաջողությունների չենք հասել>:
Ինչպես նշել է Պողոսյանը, Հայաստանի արտաքին քաղաքական գերատեսչությունն արդեն մի քանի տարի աշխատում է ճապոնական դինավագիտական ներկայացուցչության բացման ուղղությամբ, ինչը լուրջ տեղաշարժերի կբերի փոխադարձ հարաբերություններում: Նա նշել է, որ այդ ուղղությամբ այսօր գոյություն ունեն մի շարք ֆորմալ, բայց արդիական պրոբլեմներ: Դա, առաջին հերթին, բարեկամության խորհրդարանական խմբի աշխատանքների վերականգնումն է, որը փաստորեն չի գործում, կապված Ճապունիայում տեղի ունեցող քաղաքական ուժերի վերադասավորման հետ, երկրորդը, դա երկու երկրների գործարար ասոցիացիաների միջև գործարար համագործակցության կոմիտե ստեղծելն է: <Մենք պետք է սկսենք նման ձևաչափով, իսկ հետո միայն դնենք ներդրումների ներգրավման հարցը>,ընդգծել է Դեսպանը: Ըստ նրա, օրակարգում է նաև Հայաստանում հայ-ճապոնական ՏՏ ոլորտի բիզնես ֆորում կազմակերպելու, ինչպես նաև կառավարական կառույցների միջև համագործակցությունը շարունակելու հարցը` որոշ նախագծերի իրականացման համար տեխնիկական օգնություն ներգրավելու, այդ թվում` այնպիսի խոշոր նախագծերի համար, ինչպիսին Եղվարդի ջրամբարի և հակասողանքային ծրագրերի իրականացման համար խոշոր վարկեր ներգրավելու նպատակով: <Ճապոնական կառավարությունն արդեն ետ է կանգնել աշխարհի աղքատագույն երկրներին օգնելու ծրագրերի շջանակներում նաև Հայաստանին օգնելու սխեմայից, և կողմնորոշվել է դեպի կրթական ու խորհրդատվական ծրագրերի իրականացումը>,-ընդգծել է Դեսպանը:
Սակայն, պատասխանելով Հայաստանի տնտեսությունում ճապոնական ներդրումների ներգրավման վերաբերյալ ԱրմԻնֆո-ի հարցին, ՌԴ-ում Ճապոնիայի դեսպան (համատեղության կարգով նաև Հայաստանում) Հիկահիտո Հարադան ընդգծել է, որ այդ պրոբլեմը հարկավոր է դիտարկել Հայաստանի ներդրումային գրավչության, ինչպես նաև ճապոնական ներդրումների հետ կապված ռիսկերի նվազեցման տեսանկյունից: <Իրականում, Հայաստանը պետք է ցուցադրի, որ երկրում ստեղծված են ներդրումային ծրագրերի իրականացման բոլոր բարենպաստ պայմանները>,-ընդգծել է նա, նշելով, որ կառավարությունը մտադիր չէ միջամտել մասնավոր բիզնեսի գործերին, իսկ կոմերցիոն հետաքրքրության բացակայության պայմաններում իրավական դաշտի ստեղծման մասին խոսելն անիմաստ է: Ճապոնիայի դեսպանն ընդգծել է, որ մասնավոր ընկերությունները հետապնդում են ստանալ շահույթ, և եթե հայկական կողմը կարողանա համոզել ճապոնացի գործընկերներին, որ երկրում դրա համար ստեղծված է բարենպաստ մթնոլորտ, ապա աներդրումային ծրագրերը կզարգանան:


Նշենք, որ ըստ պաշտոնական վիճակագրության, Հայաստանում չկան ճապոնական ուղղակի ներդրումներ: Ընթացիկ տարվա 9 ամիսներին երկու երկրների միջև ապրանքաշրջանառությունը կազմել է 71.1 մլն.դոլար, տարեկան աճը` 9.3%: Ի դեպ, այդ շրջանառությունը գրեթե ամբողջովին (71 մլն.դոլար) կազմել է դեպի Հայաստան ճապոնական ապրանքների ներկրման ծավալը:
