Ցանկացած անձ կարող է օֆշորային գոտում ստեղծել ընկերություն, օրինակ, Նիկոլ Փաշինյանի անունով, չունենալով դրա համար թույլտվություն: Նման օրինակները համաշխարհային պրակտիկայում բազմաթիվ են: Այս մասին այսօր ՀՀ խորհրդարանի ամբիոնից հայտարարել է ՀՀ վարչապետ Տիգրան Սարգսյանը, պատասխանելով ՀԱԿ խմբակցության պատգամավոր Նիկոլ Փաշինյանի հայտարարությանն այն մասին, որ ՀՀ վարչապետը օֆշորային գոտում բացել է ընկերություն, օգտագործելով Ամերիաբանկի 10 մլն.դոլարը:

Ինչպես նշել է վարչապետը, այս առիթով համապատասխան պարզաբանումներ արդեն տրվել են: ՙԵս երբեք և ոչ մի տեղ ընկերություններ չեմ ստեղծել և համապատասխան թույլտվություններ չեմ տվել՚,-ընդգծել է վարչապետը: ՙՎերջին 20 տարիներին իմ գործունեությունը կենտրոնացված է եղել ֆինանսական ոլորտում, և փողերի լվացման դեմ պայքարի մեխանիզմներն սկսվեցին կիրառվել իմ անմիջական մասնակցությամբ: Դա ինձ հիմք է տալիս պնդելու, որ ես մի փոքր ծանոթ եմ այնպիսի հասկացությունների, ինչպիսիք են` օֆշորային գոտին և փողերի լվացումը: Ինչո՞ւմ են ինձ մեղադրում: Որ ես օֆշորային գոտում ստեղծել եմ ինչ-որ համակարգ, որպեսզի խլեմ հայ գործարարի բիզնեսը, կիրառելով սխեման, ինչի շնորհիվ, իբր, ինձ պետք է փոխհատուցեին ֆինանսական ռեսուրսներով: Ֆինանսական համակարգին տեղյակ ցանկացած անձ կհասկանա, որ տվյալ պարագայում խոսքը գնում է լիակատար անհեթեթությանմ մասին՚,-շարունակել է վարչապետը, հավելելով, որ այս պատմությունն ունի այլ նպատակներ և ուղղված է իրեն վարկաբեկելուն: Նա հիշեցրել է, որ ավելի վաղ խոսվում էր Իսպանիայում, Միջերկրական ծովի ափին գտնվող ինչ-որ տան մասին, իբր բանկերի փակման նպատակն այդ բանկերի սեփականատեր դառնալն էր: ՙՊարզվում է, որ ես հանդիսանում եմ նաև Նաիրիտի սեփականատերը՚,-նշել է վարչապետը:

Հիշեցնենք, որ մեկ օր առաջ Փաշինյանը, հղում կատարելով հայկական լրատվամիջոցների հրապարակումներին, նշել էր, որ Հայաստանի առևտրային բանկերից մեկից տարօրինակ կերպով անհետացել է 10 մլն.դոլար, որի մի մասը հետագայում վերադարձվել է բանկին, իսկ մյուս մասը կորել է: Ընդ որում, ըստ Փաշինյանի, այդ կասկածելի գործարքում նշվոմ է վարչապետի և Հայ Առաքելական եկեղեցում Արարատյան թեմի առաջնորդ, արքեպիսկոպոս Նավասարդ Կճոյանի անունները: Նախօրեին հաղորդվել էր, որ վարչապետի կողմից Գլխավոր դատախազությանն ուղարկված հայտարարությունն արդեն փոխանցվել է Ոստիկանությանը` ստուգումների նպատակով: Ինչպես ավելի վաղ հաղորդվել էր, վարչապետը հայտարարություն էր ներկայացրել Hetq.am կայքում հրապարակված` ՙՈվ Փայլակ Հայրապետյանին զրկել է գույքից.օֆշորային եռյակ՚ հրապարակման կապակցությամբ: Ի դեպ, վարչապետը դատախազությանն է տրամադրել կայքում հրապարակված նյութի ֆոտո-պատճենը, խնդրելով ուսումնասիրել և հետաքննել հրապարակված նյութը: Միաժամանակ, վարչապետը հաղորդել էր, որ  ոչ Կիպրոսում, և ոչ էլ օֆշորային այլ գոտիներում ոչ ոքի չի գրանցել և ոչ ոքի չի լիազորել իր անունից գրանցել որևէ կազմակերպություն: Իսկ համաձայն նշված հրապարակման, Կիպրոսում գրանցված WLISPERA HOLDINGS LIMITED ընկերության բաժնետերերն են հանդիսանում ՀՀ վարչապետ Տիգրան Սարգսյանը, Արարատյան թեմի առաջնորդ, արքեպիսկոպոս Նավասարդ Կճոյանը և ալմաստի բիզնեսով զբաղվող Աշոտ Սուքիասյանը:
