Նախախորհրդարանը քաղաքական-քաղաքացիական բոլոր առողջ ուժերին հրավիրում է ձևավորելու այլընտրանքային ներկայացուցչական մարմին

Նախախորհրդարանը քաղաքական-քաղաքացիական բոլոր առողջ ուժերին հրավիրում է ձևավորելու այլընտրանքային ներկայացուցչական մարմին

Հայաստանը հայտնվել է պետականության կորստի վտանգին դեմ հանդիման, ասվում է ՙՆախախորհրդարանի՚ հայտարարության մեջ:  


ՙԴրա մասին է վկայում իրավասուբյեկտության չորս հիմնական հատկանիշների՝ մշտական բնակչության, որոշակի տարածքի, յուրային կառավարության և այլ պետությունների հետ հարաբերությունների մեջ մտնելու կարողության առումներով նրա ներկայիս վիճակը: Ապացուցման կարիք այլևս չունի այն հանգամանքը, որ Հայաստանի պարագայում մշտական բնակչությունն աղետալի արտագաղթի հետևանքով սպառվում է, տարածքը՝ Արցախի մասով, կարող է կորսվել, յուրային կառավարության փոխարեն առկա է իր ժողովրդի շահերը դավաճանող ու օտար ուժերին ծառայող վարչախումբ, իսկ այլ պետությունների հետ հարաբերությունների մեջ մտնելու կարողությունը ըստ էության բացակայում է, քանի որ Հայաստանը արտաքին քաղաքականության բոլոր ռազմավարական հարցերում ենթակա է արտաքին թելադրանքի: 


Ավելին՝ հայաստանյան իրականության ժողովրդագրական, սոցիալ-տնտեսական և այլ բնույթի առանձնահատկությունների, ինչպես նաև մեր տարածաշրջանում առկա մի շարք տագնապալի գործոնների դիտարկումից ակնհայտ է դառնում, որ պետականության կորուստն հղի է հայաստանաբնակ հայության ֆիզիկական բնաջնջման և Հայրենիքի տարածքի այս վերջին հատվածի կորստյան իրական վտանգներով:


Պետության իրավասուբյեկտության այս հատկանիշների շարքում մնացածի պահպանման երաշխավորի դերը կատարում է «յուրային կառավարությունըե: Մինչդեռ հայաստանյան կառավարող վարչախումբը հանցավոր կազմակերպություն է, որն ամբողջովին յուրացրել է ժողովրդի իշխանությունը՝ պետական կառավարման մարմինների համակարգը վերածելով իր օտար տերերի և իր կլանային ու անձնական շահերի սպասարկման գործիքի՝ բացառելով դրա միջոցով ու դրա ներսում ազգի քաղաքական կամքը որևէ կերպ, այդ թվում՝ ընտրությունների մեխանիզմով, ներկայացնելու ու գործադրելու հնարավորությունը: Ասվածի վերջին և, ամենակնառու, վկայությունը պետության ինքնիշխանությունը ոտնահարող հայ-ռուսական գազային խայտառակ համաձայնագրերի վավերացումն էր ազգի քաղաքական կամքը ներկայացնելուն կոչված խորհրդարանում: 
Ուստի հայոց պետականության ու Հայրենիքի կորստի գործընթացը կասեցնելու և Հայաստանի իրավասուբյեկտությունը վերականգնելու առաջնային պայմանը «յուրային կառավարությանե՝ պետական կառավարման յուրային համակարգի վերստեղծումն  է:


Վերը նշվածի հաշվառմամբ՝ Նախախորհրդարանը քաղաքական-քաղաքացիական բոլոր առողջ ուժերին հրավիրում է օր առաջ գործող կառավարման համակարգից դուրս համատեղ ջանքերով ձևավորելու  այլընտրանքային ներկայացուցչական մարմին՝ Հայաստանի Հիմնադիր խորհրդարան, որը առաջիկայում կստեղծի Անցումային կառավարություն, ժողովրդի լիազորությամբ կհեռացնի հանցավոր վարչախմբին և ներդրվելով գործող համակարգի մեջ՝ կապահովի ազգի քաղաքական կամքի ներկայացումն ու գործադրումը՚,- ասվում է հայտարարության մեջ:
