Աշխատանքայի ն այցով Մոլդովայի Հանրապետությունում գտնվող Նախագահ Սերժ Սարգսյանն այսօր Քիշնևում մասնակցել է Եվրոպական ժողովրդական կուսակցության (ԵԺԿ) Արևելյան գործընկերության առաջնորդների երրորդ գագաթնաժողովին, որտեղ քննարկվել են Արևելյան գործընկերության օրակարգային, ինչպես նաև Վիլնյուսի գագաթնաժողովի նախապատրաստական աշխատանքներին վերաբերվող հարցեր: 

Ինչպես տեղեկացնում է ՀՀ նախագահի մամլո գրասենյակը, գագաթնաժողովում Սերժ Սարգսյանը հանդես է եկել ելույթով: Հանրապետության Նախագահն անդրադարձել է Արևելյան գործընկերության շրջանակներում համագործակցությանը, գործընկերության նախաձեռնությանն անդամագրվելով՝ Հայաստանի ստանձնած պարտավորությունների կատարման ընթացքին, երկրում իրականացվող բարեփոխումներին: Տարածաշրջանային զարգացումների համատեքստում Նախագահը խոսել է նաև էներգետիկ համագործակցությունը էներգետիկ թելադրանքի վերածելու՝ ադրբեջանական քաղաքականության անթույլատրելիության մասին, երբ պարտադրում են լռել ժողովրդավարական սկզբունքների և մարդու իրավունքների խախտումների բացահայտ դեպքերի ժամանակ անգամ:

Սերժ Սարգսյանն անդրադարձել է նաև Հայաստանի ապօրինի շրջափակման հարցին՝ շեշտելով, որ փակ սահմաններն իրենց բնույթով հակասում են Եվրոպական միության էությանն ու արժեհամակարգի առանցքին: Սերժ Սարգսյանը գագաթնաժողովի շրջանակներում մասնակցել է նաև համատեղ մամուլի ասուլիսին, որտեղ անդրադարձել է քննարկումների արդյունքներին և ներկայացրել Հայաստանի դիրքորոշումները մեր երկրի համար կարևորագույն մի շարք հարցերի վերաբերյալ: Նախագահը գագաթնաժողովի քննարկումները համարել է օգտակար և կառուցողական: Նա ընդգծել է, որ վստահ է՝ գագաթնաժողովն իր դրական ներդրումն ունեցավ ինչպես ԵԺԿ, այնպես էլ Արևելյան գործընկերության նպատակների իրականացման ճանապարհին: ՙՆախ և առաջ ցանկանում եմ շնորհակալություն հայտնել մոլդովական կողմին՝ այս գագաթնաժողովը հյուրընկալելու համար:

Ընդամենը մի քանի ամիս առաջ մենք Երևանում հյուրընկալեցինք համանման միջոցառում և շնորհակալ ենք պարոն Մարտենսին, ԵԺԿ Արևելյան գործընկերության գագաթնաժողովների ավանդույթը և ձևաչափը ձևավորելու համար:Գործընկեր պետությունների եվրամերձեցման գործընթացի կարևոր բաղադրիչներից մեկը եվրոպական քաղաքական կուսակցությունների հետ գործակցությունն է, քաղաքական մշակույթի և ի վերջո՝ արժեհամակարգի մերձեցումը: Եվրոպական ժողովրդական կուսակցությունը կարևոր դերակատարում ունի եվրոպական ինքնության տարածման, գործընկեր պետությունների հետ համագործակցության խորացման գործում:Այսօր մենք քննարկեցինք Արևելյան գործընկերության օրակարգային, ինչպես նաև Վիլնյուսի գագաթնաժողովի նախապատրաստական աշխատանքներին վերաբերող հարցեր: Մեզ համար սրանք շատ շոշափելի, կոնկրետ հարցեր են:

Արդյունավետ աշխատելու համար Արևելյան գործընկերությունը պետք է հասկանալի և հասու լինի գործընկեր պետության յուրաքանչյուր քաղաքացու համար: Մենք ինքներս մեզ պետք է հարցնենք` ինչպե՞ս է մեր այս կամ այն համաձայնագիրը հեշտացնում քաղաքացու կյանքը, ինչպես է այն ազդում Հայաստանի, Մոլդովայի, Ուկրաինայի, Վրաստանի քաղաքացու կյանքի որակի վրա: Լինի դա տնտեսության առաջընթաց, անվտանգության խնդիր, քաղաքական կայունության և ամրապնդված ժողովրդավարության տեսքով՝ մեր քաղաքացիները պետք է հստակ տեսնեն, թե ինչ իրենք ստացան այս գործընթացից:Արևելյան գործընկերության գոյության ավելի քան չորս տարիների ընթացքում ձևավորված համագործակցությունը ցույց է տալիս, որ այն իր մեջ պարունակում է մեծ ներուժ տարածաշրջանային համագործակցության և գործընկերության խորացման հարցերում: Մեր պատկերացման մեջ Արևելյան գործընկերությունն իր բնույթով համագործակցություն, այլ ոչ թե հակասություններ ստեղծելուն ուղղված նախաձեռնություն է, այն ուղղված չէ որևէ պետության կամ պետությունների խմբի դեմ: Այս գործընկերությունն ուղղված է բաժանարար գծերի վերջնական հաղթահարմանը:

Արևելյան գործընկերության շրջանակներում Հայաստանը մեծապես կարևորում է փակ սահմանների պրակտիկային վերջ դնելը: Խորը և համապարփակ ազատ առևտրի գոտու համաձայնագիրը, որը ներկայումս բանակցվում է Եվրոպական միության հետ, ուժի մեջ մտնելուց հետո չի կարող լիարժեք գործել, եթե Հայաստան-Թուրքիա սահմանը մնա փակ, ինչպես ներկայումս: Մենք կարծում ենք, որ Եվրոպական միությունը պետք է լրջորեն անդրադառնա փակ սահմանների հարցին, քանզի դրանց առկայության պայմաններում ԵՄ Մաքսային միության հետ առևտուրը չի կարող լինել արդյունավետ՚,-համատեղ մամուլի ասուլիսում ասել է Նախագահ Սերժ Սարգսյանը:
