ArmInfo.The Civic Contract parliamentary faction has for the second time refused to put the opposition forces' statement on border delimitation on the agenda of the full session of Armenia's Parliament.
The ruling party's members point out that the draft statement contains political wordings and accusations against Armenia's incumbent authorities, as well as points weakening Armenia's positions at the negotiations. The dominant parliamentary faction called for observing Armenia's Constitution.
On October 27, the Civil Contract faction defeated the bill on the situation surrounding Armenia and Artsakh because of domestic political assessments in the documents. Tigran Abrahamyan of the With Honor parliamentary faction, who was the keynoter, stated that the documents condemned Azerbaijan's aggression against Artsakh unleashed on September 27, 2020, with involvement of mercenaries and terrorists; gross violations of international law, Baku holding captives after the hostilities; invasion of Artsakh territories by Azerbaijan, incursion into Armenia's sovereign territory, use of force and threat of force.
The MPs call for observing Armenia's Constitution, according to which any issues related to Armenia's territory are settled by means of referendum. Any document under which Artsakh would be part of Azerbaijan is unacceptable to Armenia, reads the statement.
The authors also called on Armenia's authorities to refrain from any negotiations, written or verbal agreements in defiance of Armenia's Constitution and of the Armenian people's will, provide accurate information to Armenia's Parliament and ensure publicity of reforms of Armenia's Armed Forces and of issues related to Armenia's national security.
On December 7, 2021, the dominant parliamentary faction refused to put the opposition forces' statement on border demarcation on the agenda. Hayk Kondzhoryan, Head of the Civil Contract faction, stated the document contained domestic political wordings. The dominant faction also disrupted the voting on December 15 by not mustering a quorum for a special meeting convened on the initiative of the Hayastan (Armenia) opposition faction to discuss the situation and adopt the opposition-finalized draft statement on demarcation of the border with Azerbaijan.
