Due to the so-called Azerbaijani border and customs control on the Chakaten-Kapan road residents faced numerous personal problems, ranging from education to agriculture in the Shikahogh and Chakaten villages of the Kapan community of the Syunik region. Human Rights Defender of Armenia Arman Tatoyan announced this on his Facebook page.
In this regard, he said that together with head of the Kapan community, Gevorg Parsyan, he visited these settlements, as a result of which it became known that the residents had difficulties with the sale of agricultural products, problems with the right to education, in addition to the fact that the normal work of schools was disrupted.
For example, according to the Ombudsman, two children of one of the residents of Shikahogh cannot get to Kapan every day because of the road for tutoring and visiting college. It is not yet possible to organize online training. And it is impossible to organize the normal movement of children using an alternative road.
Another resident of Shikahogh said that his father was undergoing hemodialysis in Kapan, and that the impassability of the new road made transportation difficult, which had a negative effect on his health. The son was forced to rent an apartment in Kapan so that his father could receive timely treatment.
"It is obvious that in fact, under the guise of unblocking roads, the Azerbaijani authorities are pursuing a deliberate policy of isolating civilian settlements in Armenia and creating humanitarian problems. On the Goris-Kapan road in Syunik, the Azerbaijani so-called border and customs control announced on November 11 has nothing to do with its goals, "Arman Tatoyan emphasized.
According to him, local bodies, as well as the RA Armed Forces and the National Security Service on the ground, are taking measures to help people. However, no matter how the local authorities cooperate, objectively this does not solve the problem of massive violations that have arisen as a result of the illegal actions of the Azerbaijani authorities and the military. "The Azerbaijani armed forces and other employees should not be in the neighborhood of our communities or between them. It is necessary establish a demilitarized security zone. This is the way to restore the rights of the population of Armenia. No one has the right to ignore rights and humanitarian issues in the process related to the determination of borders, " Tatoyan said. The Ombudsman will present special reports on this to the relevant international organizations, as well as state bodies and public organizations of Armenia.
