ArmInfo. The second President of Armenia, Robert Kocharian, rated Armenia's position on the 20-point French scale as critical. And everything below 10 points  is considered unsatisfactory.

The second President of Armenia stated this in an interview with the program "Posner" on the First Channel.  At the same time, he added that this is due to a number of factors:   first of all, the post-war situation, a very heavy loss in the war,  the psychological breakdown of society, its bifurcation or even  disunity, the deepest apathy, problems in the economy and management. 

According to him, there is not a single area about which you can  speak positively or relatively positively.  <Well, how can you lose  such a war and have a country in a normal state, have a society in a  normal state. Everything is broken, " the second President of Armenia  said, agreeing that it was psychologically unexpected.  At the same  time, when asked by the host whether he expected such a war,  Kocharyan noted that he not only expected, but also warned about such  a development of the situation many times and publicly, through the  media and the leadership and society. <The fact is that almost all  the experts said that the The policy that is being pursued in Armenia  will inevitably lead to war, " he said, adding that experts also  warned about Armenia's unpreparedness for war, and about its serious,  problematic consequences. Kocharyan added that meanwhile, the  Armenian authorities disavowed this.  

The second President of the Republic of Armenia believes that the  personal responsibility for what happened is on the shoulders of the  Prime Minister of Armenia. < Undoubtedly, this is the Prime Minister  of Armenia. He is personally responsible for everything that  happened, " the former president said. Kocharyan recalled that the  conflict with Azerbaijan is not the first year, however, there was a  negotiation process that presupposes some kind of solution. < In  recent years, the authorities have brought the negotiation process to  a complete standstill. This was the fault of the Armenian side. Where  negotiations stop, war begins. 

The understanding that we had entered a very dangerous zone that  could lead to war was obvious, " the former president added. To  clarify what these negotiations could lead to in the best case,  Kocharyan noted that it is real to exchange the territories held by  Armenia, the so-called buffer territories for the status of  Nagorno-Karabakh, so to speak, the implementation of the Madrid  Principles. He recalled that there were serious buffer territories  around which it was possible to negotiate the status. <But, the  Armenian side has started to put forward new demands, completely  incomprehensible. We will start from the zero point. 

In fact, it was proposed to reset the negotiations, which were  actually conducted since the 90s. Further more-the formula, no  negotiations without the participation of representatives of  Nagorno-Karabakh can not be. Then the formula - "Karabakh is Armenia  and the point", that is, in a very short period, there was a pile of  some postulates that created the impression that the Armenian side is  withdrawing from the negotiations, " he said.  

When asked by the host that Armenia should have understood at that  time that it was provoking a war, Kocharyan suggested that it did  not. <I understand that this was a primitive attempt to avoid  responsible, difficult negotiations. It was just an escape from a  responsible negotiation process, as the results would have had grave  consequences for the parties in terms of implementation, " he said.   At the same time, Kocharyan agreed with the opinion of the Russian  political scientist Lukyanov that the only capable guarantor of  security in the region is Russia, and neither the West nor the EU  will take responsibility. <Just look at where Armenia is in terms of  political and military-political alliances.  Lukyanov said something  that reflects reality, and Armenia understands this, " the second  president said, adding that this also applies to regional challenges  and threats.

Kocharyan also did not rule out the complete loss of Artsakh, if not  for the active intervention and participation of Russian President  Vladimir Putin personally. To clarify what caused such a heavy defeat  to the war, the second President of the Republic of Armenia stated  that over the past three years , the combat capability of the  Armenian Armed Forces, which was considered the strongest in the  region, according to experts, has been systematically destroyed.   <The new government of Armenia, which came after the so-called  revolution, had a pathological fear of the army, including for  personal reasons - they did not serve. 

The discrediting of the participants of the first military operations  in Karabakh has begun, and this is happening very actively. Since the  case of March 1 (2008-ed.), alleged corruption cases-meanwhile, no  traces of corruption have been found. There was an active replacement  of the combat personnel of the troops in the year before the war at  the regimental level, moreover, over the past 2.5 years, the chiefs  of the General Staff of Armenia and the heads of the Artsakh Defense  Army were changed three times, " the second President of the Republic  of Armenia said.  He also believes that not all territories are  irretrievably lost, at least the territories of the former NKAO. <I  think all is not lost, there is a possibility. 

At least in part of the territories that are part of the  Nagorno-Karabakh Autonomous Region. How and by what status is a  complex process, but there are opportunities, " Kocharyan is  convinced.  To clarify, if he does come to power, whether the idea of  revenge is hidden in him, he said in particular: "The state of  Armenia and its army today as a whole does not allow anyone who  thinks soberly to think about revenge, but the world is too unfair,  can not but make you think about it. It can't last long. There must  still be justice, if we want to put a final end to the conflict,  there must be an understanding of justice.  He also did not agree  that Russia had betrayed Armenia. Kocharyan noted that such  statements are not new, they were before the war, and are swayed by  those who are not happy with the Russian orientation of Armenia. 

The second President of Armenia recalled that Russia did not provoke  this war, moreover, it did its best to stop it, there were  opportunities to stop the war under more favorable conditions on the  basis of the Russian leader's proposal of October 19. <But, the Prime  Minister of Armenia did not take the responsibility to make such a  decision. As he explained, he was afraid that the people would not  understand him and would accuse him of treachery. And because of  this, we lost ten times more, " Kocharyan said, recalling the written  report of the General Staff that the Armenian side was losing. 

According to him, in fact, the prime minister preferred to lose  everything rather than take responsibility and have a more profitable  contract. Kocharyan also believes that on November 9, the Prime  Minister of Armenia had no other choice but to sign this statement.   <The question is somewhat different. The war lasted 44 days, and  martial law was declared.  For 44 days, people were fooled into  thinking that we were winning. I knew, the dedicated people knew, but  the population was fooled. People were shocked, not a single  successful operation, " the second President of Armenia said, adding  that he did not condemn the sale of weapons by Russia to Azerbaijan,  since they would have been purchased somewhere else.
