ArmInfo. The Armenian leadership  did everything to make the war start. The former Minister of Defense  of Armenia Seyran Ohanyan stated this during the extended meeting-  discussion "Voice of the Motherland".

The former minister said: "We did everything so that there was no  clear government in the war, we encouraged retreat. If the power in  the country does not change, then the series of defeats and failures  will be permanent. So we have to ask ourselves whether we want to  have such setbacks in the future or not, "said the former defense  minister.

The former minister also touched upon the reasons for the defeat in  the war. According to him, when the enemy broke through the defenses,  the supreme commander in chief had to personally monitor all  operations, delve into their essence, give appropriate instructions,  and propose solutions. The government had to move to a military track  of management, make changes to the budget and provide all-round  support to the army, as well as local authorities. But all this was  not done, Ohanyan noted. In this regard, he noted that the country's  leadership had to carry out a regrouping of troops and block the  20-kilometer road that led from Hadrut to Shushi.

"I also noticed a very low level of discipline in government. They  carried out all actions on the go. I have not seen people who planned  something, would make calculations, everything was done in a hurry,  "the former minister emphasized.

Ohanyan also recalled what tasks were set before regarding the  development of the army. According to him, in recent years, taking  into account international experience, the authorities have prepared  a program of reforms in the army and have drawn up two very important  plans for 2011-2015 and 2016-2020, as well as state programs for  weapons and the purchase of military equipment. "The key factors in  our development plan for the armed forces were drones, the air force,  air defense, electronic warfare and reconnaissance," Ohanyan said.  Most of these components were later ignored.

"As a result, we ensured the continuous development of the army.  Starting from planning, strengthening the front line, high-level  military exercises, importing weapons and military equipment, selling  a certain amount of local products. Over the past 30 years, we have  created our own army, we were able to make progress, there were some  shortcomings, but there was constant work on them, "he stressed.  "Today, inexperienced people are engaged in trifles, and the result  of their illiterate actions is manifested in all fields, starting  with an incorrect assessment of the structure of the state,  government, improper use of financial resources, deterioration of  relations with our strategic partner, neighbors," concluded Seyran  Ohanyan.
