According to the source, these funds were used to restore infrastructure damaged by the hostilities, as well as to provide treatment and social security for the victims. The transfer of money to the state budget gave the government the opportunity to free up additional funds for the costs associated with martial law. From September 17 until November 19, the need for such expenses amounted to 101 billion drams.
It should be noted that the Hayastan All-Armenian Fund, since the beginning of hostilities on September 27, organized a nationwide fundraiser within the framework of the ''We Are Our Borders'' program. The project managed to raise $ 170 million.
Earlier, ArmInfo, referring to economist Suren Parsyan, noted that the Hayastan All-Armenian Fund, according to the charter, had no right to transfer funds to the state budget - the Fund can only make expenditures in the areas of the charter goals. The economist stressed that neither coverage of the RA budget deficit, nor military expenditures belong to this category. "The funds can be used within the framework of programs approved by the Fund," Suren Parsyan noted. "On the whole, the RA state budget is a" boiler "in which there is no targeted direction of the transferred money. Therefore, these amounts could be spent for any purpose, including the payment of salaries and bonuses," Parsyan noted. According to him, about $ 170 million raised by Armenia and the Diaspora will be needed to restore the infrastructures of Artsakh, in particular, to restore roads, buildings, structures, schools and other civilian objects, as well as to pay for utilities (electricity, water, gas, Internet).
