ArmInfo. Armenia is not a destructive party in the issue of resolving the Artsakh conflict. Head of the parliamentary Committee for Foreign Affairs, MP from the "My Step" faction Ruben Rubinyan stated this in an interview with journalists.
Rubinyan noted that Armenia has always acted with a balanced position. "It is obvious to everyone which of the two sides uses militaristic rhetoric, attacks the other side and tries to disrupt the negotiation process," the lawmaker stressed.
He also noted that the Artsakh conflict can be resolved only in two ways. "Either the negotiation process will be resolved as a result of a consensus between the peoples of Armenia, Artsakh and Azerbaijan, or it will not be resolved at all," Rubinyan said.
The MP also stated that the Armenian side is always ready to discuss the Karabakh issue, but for the negotiations to have a result, it is necessary to take some steps. In Rubinyan's words, the atmosphere of negotiations also plays a major role in this issue.
"It is impossible to conduct constructive negotiations when there is a tense situation on the border, there are shellings or the opposite side is always talking to you in the language of threats. But that is not all. To resolve the conflict, Artsakh's participation in the negotiation process is necessary. Nobody has the right to decide its fate without Artsakh, "the MP stressed.
When asked whether a meeting of the Foreign Ministers of Armenia and Azerbaijan is planned in the near future, Rubinyan said that he did not have such information.
