ArmInfo. I do not see the corpus delicti in the published written oaths of the "Prosperous Armenia" lawmakers faithfully serving Gagik Tsarukyan. Head of the Helsinki Citizens' Assembly-Vanadzor Office, human rights activist Artur Sakunts expressed a similar opinion to ArmInfo.
"At the same time, I didn't even know that there can be any promissory notes other than financial and commercial ones. I didn't even suspect the existence of political promissory notes. With a stretch of imagination, inter-party agreements on the creation of political unions, electoral blocs etc. may be described as such notes, but oath notes within the party are nonsense for me, "he stressed.
The video published by the National Security Service on June 16 as a result of a search conducted in the house of the leader of Prosperous Armenia Gagik Tsarukyan, clearly demonstrates that there are written obligations of lawmakers to refuse mandates if the party leader had such a desire. As well as their oaths and obligations "not to talk too much", not to betray and coordinate everything with Tsarukyan. In particular, the oaths of Sergey Bagratyan, Naira Zohrabyan, Napoleon Azizyan, Tigran Urikhanyan were published. Azizyan and Urikhanyan have already recognized the authenticity of "political notes."
The human rights activist considers Tsarukyan bills as a document testifying to the state of ethics, morals, democracy in the inner-party life of "Prosperous Armenia". Accordingly, not seeing crime in bills, Sakunts sees in all this only an acute deficit of democracy within this party.
Another, more important problem, the human rights activist considers the fact that the "prosperous" lawmakers elected according to the proportional system are more dependent on the party leader than on their own voters. In his opinion, this problem should be regulated by law. And a lawmaker who has received a mandate of trust from the people cannot and should not be subjected to any pressure. Including pressure inside your own party.
"What does it mean to oblige not to betray? This is an instrument through which the freedom of expression of a person is limited - in this case, a lawmaker elected by the people, within the party.
