ArmInfo.Obviously, there are serious problems in the judicial system of Armenia, and we have initially set ourselves the task of solving these problems, the lawmaker from the My Step faction, the head of the Foreign Affairs Committee Ruben Rubinyan announced at a briefing on May 13.
The MP stressed that the state's current judicial system is not the one the judicial system of a democratic country should be. "Our task is to remove judges who do not correspond to their status, after which the vacant seats of judges will be occupied by professionals," Rubinyan said.
According to the lawmaker, one should not go to extremes. <First extreme is to do nothing for the "purification" of the judicial system. In this case, there will be enough judges in our country, but the judicial system will not satisfy us. The second extreme is to carry out these processes sharply. As a result, our judicial system will cease to function at all, as there will be practically no judges in the country>, the lawmaker emphasized.
Rubinyan also said that resolving this issue does not imply that the judicial system will completely change in a year. <We have two options - either to implement reforms very abruptly or moderately. In both cases, this process will last several years. The challenge is to ensure that those who should not be judges do not occupy the position. I understand our citizens who want quick changes in this field, but I ask you to approach this issue with understanding. The issue should be resolved with minimal losses>, the lawmaker concluded.
It should be noted that on May 11, the Prime Minister of Armenia Nikol Pashinyan and the Minister of Justice Rustam Badasyan discussed the implementation of the vetting of judges. Badasyan stated that three instruments have been introduced to "cleanse" the judicial system. First, an analysis of the declaration of the judges is proposed. And secondly, a committee to evaluate the activities of judges will play its role. This committee will consist of 5 members who should be elected by the general meeting of judges. 3 of them will be judges, 2 - representatives of civil society. The committee will also check the terms of consideration of cases, the validity of judges' decisions, and the maintenance of ethical standards.
