ArmInfo.The whole problem related to the package of bills "On the legal regime of emergency" and "On electronic communications" is connected with the issue of trust. This was stated at a briefing in the Armenian parliament by MP of the parliamentary faction of the ruling "My Step" bloc, chairman of the Permanent Parliamentary Commission on Economic Affairs Babken Tunyan.
He noted that this way it turns out that the people have more confidence in mobile operators than in the country's government. <According to this bill, the government will have access to information stored by mobile operators. If there is no trust, then it is possible not to provide the state with other important information>, Tunyan said.
The MP noted that if the department where information will be flown when the law is adopted and the decision of the Government, then perhaps this department should be dissolved.
During the meeting of the parliamentary commission on state and legal issues, MPs made their proposals on bills. <Basically, the proposal was reduced to finding a balance between health issues and human rights, which during the period of emergency, to one degree or another, are limited. We advocate that as few human rights restrictions as possible. Moreover, I want to assure you that there is no talk of secret tapping of telephone conversations. To note, the government bill, in fact, limits the right to protection of personal data and privacy. According to the document, mobile operators are obliged to provide the government with data on telephone conversations of subscribers, in particular, the location of the subscriber, the beginning and end of the conversation, but not the content of the conversation. This is necessary in order to control contacts in a situation of localization and preventing the uncontrolled spread of coronavirus infection.
