ArmInfo. The state has initiated legislative reforms in the field of higher education, according to which an applicant must pass the Unified State Examination in  Armenian to enter the university. On February 24, Minister of  Education, Science, Culture and Sports Arayik Harutyunyan stated this  during a hearing in parliament on the topic "Legislative Reforms and  Problems in the Field of Higher Education".

The Minister also noted the problems that these legislative  initiatives are aimed at solving. The Minister called this project  innovative and presented several important aspects.

"The state intends to distribute scholarships not by university, but  by academic field. Candidates who have the right to study under  several state-funded programs or at different universities in the  same academic field can choose one higher educational institution in  which they want to get a higher education "Harutyunyan stated. He  also emphasized that in order to increase the level of education for  citizens of Armenia, the entrance exam in the Armenian language for  each applicant will be required, regardless of the profession chosen  by him.

The university management council will consist of 12 members, 6 of  whom will be representatives of the university, including one of them  will be a student, and the remaining 6 members will be  representatives of business, public sector, education, science and  culture. Membership of persons holding public or political positions  in this council is prohibited.  The Minister also touched on the  discussions that take place around this topic and the concerns  expressed.  "Sometimes they reach levels that are unacceptable for  discussion. And this is because we have had the same system for  decades. And this law, in fact, concerns the interests of all  groups," Harutyunyan emphasized.  At the same time, the minister  noted that the government has enough will to implement all the  planned reforms. The Minister of Education, Science, Culture and  Sports also said that the ministry refuses to make cosmetic changes  in the field of education, and all reforms will be fundamental.
