ArmInfo.As a politician, I can have my point of view on the decision of the Constitutional Court, but as the chairman of the National Assembly, I cannot dispute it. On April 22, in a conversation with journalists, the chairman of the National Assembly, Ararat Mirzoyan, responded to the question that the Constitutional Court had recognized the draft law "On Amendments to the Law on the National Assembly Rules of Procedure", adopted on October 2 by deputies from the RPA, PAP and The ARF Dashnaktsutyun, as a result of which the ruling My Step block and its supporters, surrounded the NA building, preventing the deputies from these 3 forces from leaving it, forcing them to abandon this legislative initiative.
The NA Speaker noted that he may have his opinion on the decision of the Constitutional Court, considering it to be right or wrong, but, as a speaker of the parliament, he cannot dispute this decision. To the clarifying question, does this mean that the representatives of the RPA were right in the matter of the legality of this initiative, and the new government was mistaken, Mirzoyan replied that he would not make such conclusions.Let us remind that on October 2 the deputies from the Republican Party of Armenia introduced the draft law "On Amendments to the Constitutional Law of the Republic of Armenia on the Regulations of the National Assembly" to the parliament. The purpose of the draft law was to ensure the natural course of the work of the RA Parliament when, due to emergency situations or artificial obstacles, the natural course of the work of the parliament is interrupted.
Thus, the deputies from the RPA, the PPA and the ARFD tried in every way to avoid the early dissolution of the parliament in the event of its inaction, since the presented draft law only meant a temporary suspension of the National Assembly in case of an emergency, but not its dissolution. The adoption of such a bill was at odds with the plans of the new authorities of Armenia, intending to dissolve the parliament and hold early elections. Therefore, on the instructions of Nikol Pashinyan, the people surrounded the National Assembly, demanding from the deputies of these three forces to abandon this legislative initiative. At night, the deputies from the three parties were forced to stay in the NA building, and Nikol Pashinyan signed orders to dismiss the ministers and governors from the PAP and ARFD right on the street.Nevertheless, the other day, the Constitutional Court recognized the law initiated by the RPA and adopted by the three parties in compliance with the Constitution.
