The European Court of Human Rights (ECHR) has postponed consideration of the issue of initiating interim measures in the case of the former MP of the  National Assembly, General Manvel Grigoryan, and requested additional  information from the Armenian government. According to the report, on March 22, the Armenian government was  informed by the ECHR that on March 12, 2019, lawyer Manvel Grigoryan,  appealing to the European Court, asked him to take interim measures  to tie the Armenian authorities to immediately transfer the general  to a civilian hospital under the supervision of relevant doctors. In  addition, the lawyer asked to immediately transfer his client to a  French clinic, indicated protection for a physical examination and  further treatment.

"On March 22, the ECHR has made a decision to postpone the  examination of the issue of applying the interim measure, demanding  the Armenian government to present relevant information by April 3rd.   Currently the authorized representative of the Armenian government at  the ECHR is taking relevant actions to gather the mentioned  information, formulate the stance of the Armenian government and  present it to the European Court within the defined period of time,"  the Armenian Government Representation before the European Court of  Human Rights said.

To recall, on June 16, 2018 of this year, the National Security  Service of Armenia detained a MP from the RPA faction, hero of  Artsakh, Manvel Grigoryan. He was charged under two articles: the  illicit circulation of arms and ammunition and the appropriation of  food and supplies intended for soldiers. Grigoryan was detained for a  period of two months, after which the permanent term was extended.  Then, the court of general jurisdiction of the city of Yerevan  released Manvel Grigoryan on bail of 25 million drams on the evening  of December 21. At the end of November, the arrested general appealed  to the government, announcing his readiness to transfer to the state  the territory of the Aknalich farm belonging to him in the Aknalich  community, worth about 6 billion drams. Lawyer Arsen Mkrtchyan urged  not to consider this step as an attempt to pay off. After the court  made a decision on the release of Grigorian on bail, the inhabitants  of Echmiadzin blocked Grigoryan's entry into the city, thus  expressing his attitude towards him.

Further, the Prosecutor General's Office of Armenia filed an appeal  against the decision of the court of general jurisdiction to release  General Manvel Grigoryan on bail. On January 11, protest actions  resumed in Echmiadzin, demanding that Grigoryan be detained again. On  January 22, the Court of Appeal of Armenia ruled to re-imprison  Manvel Grigoryan. The protection of Grigoryan appealed to the ECHR in  connection with the situation, arguing that their client has a number  of diseases that require treatment in a specialized medical  institution.
