According to the press service of the Ministry of Economic Development and Investments of Armenia, during the meeting the company representatives presented the results of their research on Armenia to the Minister. In particular, we are talking about granting citizenship to people who wish to invest in the Armenian economy. A wealth of company experience in this field was provided, as well as proven models of system implementation in various countries and their advantages.
Tigran Khachatryan noted the importance of the initiative aimed at stimulating investment in Armenia. According to him, when implementing such a legislative initiative, special emphasis should be placed on the formation of effective mechanisms for managing investment flows from the state.
To recall, in May 2017, at the invitation of the International Center for Migration Policy Development (ICMPD), which, with EU funding, is implementing the "Support to Migration and Border Management" program in Armenia, President and several representatives of the Arton Capital organization registered in Canada were invited to Armenia. The Ministry of Economic Development and Investments of the Republic of Armenia then issued a press release on this visit, which was entitled "Cooperation between the Ministry and the Arton Capital organization will help attract foreign investment."
According to the media, official information on the work of Arton Capital was posted on the website of the "Support to Migration and Border Management" Program in September 2017. In the assessment report on the "Granting citizenship in exchange for investments" for Armenia project, the organization Arton Capital, in order to attract passive investments of wealthy foreign citizens, offers to grant them a residence permit, and then citizenship. The key elements of the program are the development of investment options, financial and material compliance, and marketing. A special place in the report is given to the project's strengths and weaknesses, opportunities and risks, and risk mitigation strategies are also presented.
