Orbelyan again stressed that Robert Kocharyan could not have been subjected to prosecution as a result of the activities emanating from his official duties.He also stressed that in any civilized country after the publication of the wiretap of the conversation of the heads of the Special Investigation Service and the National Security Service, which refer to the instructions of the head of the National Security Service to the judge in the Kocharyan case, these officials would be dismissed.
