She noted that in this context, the positive news is that in response to the actions of Azerbaijan, the Armenian side also intends to replace the Armed Forces with border troops in the northern part of the Armenian-Azerbaijani border. Alaverdyan stated that since such processes may also occur on other parts of the border, it is very important that Armenia again does not initiate these actions itself, but would respond to them.
Former Ombudsman noted that it would be very positive if peace were established between the two republics, however, at the moment this is unlikely, given the whole picture of relations between Yerevan and Baku. "The fact is that today, Azerbaijan is carrying out an evident anti-Armenian foreign and domestic policy. The clear evidence is that the citizens of Azerbaijan, who killed Armenians on the basis of national hatred, are not punished for their actions. People were killed, their heads were cut off, but the actions of those who carried out these terrible acts are justified. Moreover, we all remember the notorious case of Ramil Safarov, after the Hungarian authorities transfered the latter to Azerbaijan he was released from custody and even awarded as a hero, " Alaverdyan said. As she said, to establish peace, Azerbaijan should at least refuse from such actions, and give an adequate assessment of such killings.
To note, in December 2018, Azerbaijan announced its intention to replace part of the Armed Forces units on the border with Armenia by border guards. As the commander of the border troops of Azerbaijan, Elchin Guliyev, noted, this decision will strengthen the combat readiness of the Armed Forces units of Azerbaijan.
