Гагик Багунц призвал участников COP17 учитывать традиционные знания и опыт перемещенных из Арцаха армян как коренного населения региона

АрмИнфо. Подчеркивая важность сохранения биологического разнообразия, устойчивого использования природных ресурсов и эффективного участия общественности в процессе принятия экологических решений, власти Арцаха выражают глубокую обеспокоенность в связи с экологическими и биокультурными последствиями насильственного перемещения армянского населения Арцаха. Об этом говорится в послании исполняющего обязанности председателя Национального собрания Арцаха Гагика Багунца Сторонам Конвенции о биологическом разнообразии, делегатам и участникам конференции CBD COP17.

Он напомнил, что в сентябре 2023 года около 120 000 армян были насильственно перемещены из Арцаха и переселены в Армению.

Парламентарий обратил внимание, что перемещение привело не только к утрате домов, имущества и средств к существованию, но и к разрыву связей, формировавшихся на протяжении поколений, между общинами и природной, культурной и социальной средой их исторических мест проживания.

"Насильственное удаление носителей этих знаний может поставить под угрозу их дальнейшее применение и возможность передачи будущим поколениям, что также влияет на возможности охраны окружающей среды. Традиционное сельское хозяйство, системы орошения и водоснабжения, леса и пастбища, святыни, а также культурные обычаи, связанные с сельскими поселениями, в совокупности образуют уникальную биокультурную систему. Ее разрушение означает утрату биокультурного разнообразия",- заметил Багунц.

В этом ключе он обратил внимание, что Конвенция о биологическом разнообразии подчеркивает важность сохранения тех традиционных знаний и опыта, которые способствуют сохранению и устойчивому использованию биоразнообразия, а также участия и согласия их носителей. С его слов, принятая в 2022 году Глобальная рамочная программа по биоразнообразию Куньмин-Монреаль акцентирует необходимость эффективного участия коренных народов и местных сообществ в процессе принятия решений, связанных с биоразнообразием, а также уважения их прав.

"В этом контексте необходимо учитывать традиционные знания и опыт перемещенных из Арцаха армян как коренного населения региона. Учитывая вышеизложенное, мы призываем Стороны Конвенции о биологическом разнообразии и участников COP-17:  уделить должное внимание биокультурным последствиям насильственного перемещения армян Арцаха; обеспечить содержательное участие перемещенных общин в разработке экологических исследований, природоохранных инициатив и программ восстановления экосистем;подчеркнуть взаимосвязанность экологических целей и защиты прав человека; продолжить обсуждение вопросов защиты прав перемещенного населения в рамках соответствующих международных механизмов с учетом необходимости защиты прав, связанных с жильем, собственностью, культурным наследием и природной средой.

Мы призываем участников COP-17 рассматривать эту проблему в контексте взаимосвязанности сохранения биоразнообразия, культурной преемственности и прав человека, а также в контексте права армян Арцаха на коллективное, беспрепятственное и безопасное возвращение на историческую Родину", - заявил Багунц.
