On November 28, the Communist Party of Armenia held its 39th congress in Yrevan.  Delegates from Karabakh, Russia and Georgia also attended the congress.  Young pioneers opened the event.

U.S. Ambassador to Armenia John Heffern attended the close debates at the Armenian Parliamentary Commission on Foreign Relations.   

The reaction of Azerbaijani Ministry of Foreign Affairs to Armenian Foreign Minister Edward Nalbandian's remarks at the Stockholm International Peace Research Institute (SIPRI) again shows the complete absence of arguments, Tigran Balayan, Spokesman for the Armenian Foreign Ministry, says on Twitter.  

 From November 27, 8 pm till November 28, 8 am, Hayastan All-Armenian Fund's 17th Telethon raised 12,399,550 US dollars. 

 The second president of Armenia Robert Kocharyan did not meet the leader of Prosperous Armenia Party  Gagik Tsarukyan in Geneva, the head  of Robert Kocharyan's office, Viktor Soghomonyan, told Arminfo correspondent.

The non-power  forces, except Heritage, negatively assess opposition MP Nikol  Pashinyan's initiative to submit a draft resolution on impeachment of  Armenian President Serzh Sargsyan for consideration of the Armenian  National Assembly.  

Head of the Orinats Yerkir (OY) Faction Heghine Bisharyan has told  ArmInfo's correspondent that OY will not join Pashinyan's initiative  and will not sign it.  

Vahan Babayan, MP from Prosperous Armenia Party (PAP) says that the  given initiative is not serious at all. He points out that the  non-power parliamentary forces (PAP, Armenian National Congress (ANC)  and Heritage) have no such a goal. 

Deputy Head of Heritage Party Armen Martirosyan is the only  representative of the non-power parliamentary forces to give a  positive response to Pashinyan's initiative. "Nikol Pashinyan's  initiative will be discussed by the Heritage Faction and by the  Heritage Board if needed. This is a positive political step and  Pashinyan can present it to Heritage. I think we will have no  problems in joining the initiative", he says. In the meantime,  Martirosyan is skeptical about the destiny of the given document,  because even if Pashinyan collects signatures of 44 MPs to include  the issue in the Parliament's agenda, the draft resolution will be  rejected by the ruling majority.  

MP from Armenian National Congress Stepan Demirchyan says that the  ANC Faction will by all means discuss Pashinyan's initiative.  However, a day before, Lyudmila Sargsyan, another MP from the ANC,  said that Pashinyan's initiative is simply senseless, because the  ruling party will reject it all the same.  

Artsvik Minasyan, MP from ARF Dashnaktsutyun, just says, "No document  - no opinion. We can say nothing until he presents the document to  us". 

Vice Speaker of Armenian Parliament Eduard Sharmazanov is also  skeptical about the document. He says that Pashinyan's initiative is  doomed to failure, because it is not supported even by the non-power  forces.  

For his part, Hovhannes Sahakyan, Head of the Parliamentary  Commission for State and Legal Affairs, has told ArmInfo that there  are neither legal nor political premises for impeachment in Armenia.  Consequently, Pashinyan's initiative is an end in itself. "At the  moment the Armenian oppositionists are competing in scandalous  behavior", Sahakyan says and adds that the opposition can implement  its proposals by constructivism rather than radicalism.  

To note, opposition MP Nikol Pashinyan has prepared a draft  resolution "On Impeachment of Armenian President Serzh Sargsyan". He  is going to submit the document for consideration of Parliament on  November 28. To include the document in the Parliament's agenda,  Pashinyan is to collect signatures of 44 MPs.
