Փորձագետ. Ադրբեջանը ոչ թե ռուսամետ է կամ ամերիկամետ, այլ ադրբեջանամետ է

ՆԱՏՕ-ի ընդլայնումը հետխորհրդային երկրների հաշվին հնարավոր է բացառապես շատ որոշակի պայմանների դեպքում: Դա կարող է տեղի ունենալ, եթե Ռուսաստանում լինի համընդհանուր կոլլապս, կամ` ինչ-որ այլ արտառոց իրավիճակներ: Մյուս բոլոր դեպքերում ես հեռանկար չեմ տեսնում: Առցանց մամուլի ասուլիսում այդպիսի կարծիք է հայտնել Ռազմավարական և միջազգային հետազոտությունների  կենտրոնի (Վաշինգոտ, ԱՄՆ) փորձագետ Սերգեյ Մարկեդոնովը:

ՙԲանն այն չէ, թե արդյոք Թբիլիսին, Բաքուն կամ Կիևը ցանկանում են անդամակցել ՆԱՏՕ-ին, այլ` նոր երկրներ ընդունելու և ինտեգրելու բուն դաշինքի պատրաստակամությունը: Դա այնքան հեշտ չէ, որքան թվում է: Դա` լրացուցիչ միջոցներ են և լրացուցիչ գլխացավանք: Հենց ՆԱՏՕ դաշինքը բնավ մոնոլիտ չէ, և այնտեղ կան տարբեր մոտեցումներ: Եվ եթե հիշենք նույն Ասանժին և WikiLeaks-ը, ապա պարզ կդառնա, որ Ֆրանսիայի և Գերմանիայի դիրքորոշումը ՆԱՏՕ-ին Վրաստանի անդամակցնության հարցում տարբերվում է ԱՄՆ դիրքորոշումից: Իսկ հին Եվրոպայի դիրքորոշումները խիստ տարբեր են նոր Եվրոպայի` Լատվիայի, Լիտվայի, Էստոնիայի դիրքորոշումից: Չմոռանանք նաև, որ հենց հետխորհրդային երկրներում վերաբերմունքը տարբեր է ՆԱՏՕ-ին անդամակցության հարցի նկատմամբ՚, - նկատել է փորձագետը:

Պատասխանելով այն հարցին, թե որքանով արդարացված են այն ենթադրությունները, թե Ադրբեջանը հակվում է դեպի արևմտյան աշխարհաքաղաքական վեկտորը, Մարկեդոնովը մեծ պարզամտություն է համարել այն կարծիքը, թե որևէ երկիր արևմտամետ է կամ հակաարևմտյան: ՙԱյժմ ՙսառը պատերազմ՚ չկա: Ռուսաստանի և ԱՄՆ միջև կան որոշակի տարաձանյություններ, որոնք չի կարելի համարել կոնֆլիկտ: Խոսքը վերաբերում է շահերի հակասությանը, այլ ոչ թե` գաղափարական բնույթի դիմակայությանը, դա, պայմանականորեն ասած, կապիտալիզմի և կոմունիզմի միջև դիմակայություն չէ: Վերցնենք, օրինակ, հենց նույն Աֆղանստանի հարցը: Շատ է խոսվում այն մասին, որ Վրաստանը Աֆղանստանում ԱՄՆ գործընկերն է, որ այնտեղ ծառայում են  2000 վրացի զինվորներ, և որ Ադրբեջանը դեպի Աֆղանստան ռազմական բեռների լոգիստիկ կետ է: Այդ ամենն այդպես է: Սակայն նայեք նաև Ռուսաստանին, որը ՆԱՏՕ անդամ չէ և մտադիր էլ չէ անդամակցել դաշինքին: Ռուսաստանով դեպի Աֆղանստան իրականացվում է 4000 հաշվարկ: Եվ այդ տեղեկատվությունը կոմպլեմենտար ոգով նկարագրված է ԱՄՆ Պետդեպարտամենտի փաստաթղթերում: Ուստի այսօր ճիշտ չէ խոսել այն մասին, որ կա խիստ ընրություն Արևմուտքի և Ռուսաստանի միջև՚, - ընդգծել  է նա:

ՙՎերցնենք նաև Ադրբեջանին ռուսական սպառազինության մատակարարումների հարցը: Դա արևմտամե՞տ վեկտոր է, թե` ինչպիսի՞: Ադրբեջանը մտածում է լինել ոչ թե ռուսամետ կամ արևմտամետ, այլ` ադրբեջանամետ: Հայաստանը մտածում է`  լինել հայամետ: Փաստորեն, միայն Սահակաշվիլու ժամանակների Վրաստանն է հստակ ընտրություն կատարել Արևմուտքի օգտին` ի վնաս Ռուսաստանի հետ շփումների: Ցանկացած այլ երկիև փորձում է պահպանել հավասակշիռ հարաբերություններ՚, - ամփոփել է նա:

Հայաստանի և Ադրբեջանի ԶԼՄ-ների համար արդի հրատապ հարցերի շուրջ տարբեր երկրների առաջատար փորձագետների համատեղ առցանց մամուլի ասուլիսները  կազմակերպվում են ՙՄիմյանց վերաբերյալ հայերի և ադրբեջանցիների գիտելիքների ընդլայնում և փոխվստահության հաստատում առաջին ձեռքից ստացվող տեղեկատվության միջոցով՚ նախագծի շրջանակում: ՙՌեգիոն՚ հետազոտական կենտրոնի (Հայաստան) և Խաղաղության և ժողովրդավարության ինստիտուտի (Ադրբեջան) նախագծին աջակցում են  Հայաստանում և Ադրբեջանում Մեծ Բրիտանիայի դեսպանությունները:
