Միայն ժամանակը կարող է ցույց տալ, թե արդյոք ճիշտ վարվեց կառավարությունը՝ սկզբնավորելով պարտադիր կենսաթոշակային կուտակումները, հայտարարել է Հայաստանի
երկրորդ նախագահ Ռոբերտ Քոչարյանը 2rd.am կայքում զետեղված հարցազրույցում:  


 


«Մի փոքր նախապատմություն: Հարցը ակտիվորեն քննարկվել է 2004-2005 թվականներին՝ ՀՀ ԿԲ-ի նախաձեռնությամբ: Քննարկումներն, ըստ էության, դիմակայության ձեւով ընթացել են կառավարության եւ կենտրոնական բանկի միջեւ, քանի որ կառավարության միասնական դիրքորոշումը դեմ էր պարտադիր կուտակային ֆոնդի ներդրմանը: Ինձ մոտ մի քանի խոշոր խորհրդակցություն տեղի ունեցան վարչապետի, կառավարության տնտեսական բլոկի պատասխանատուների եւ  կենտրոնական բանկի ներկայացուցիչների մասնակցությամբ: Քննարկվում էր   համաշխարհային փորձը, գնահատվեցին Հայաստանի ընդհանուր տնտեսության վրա այդ ռեֆորմների ռիսկերն ու ազդեցությունը: Կառավարության փաստարկները շատ ավելի համոզիչ էին, քան ԿԲ-ինը: Ընդ որում, ռեֆորմի իրականացնողը  հանդիսանում էր հենց կառավարությունը, ոչ թե ԿԲ-ն, եւ պարտադրել կառավարությանը ռեֆորմ՝ ի հակառակ իր համոզմունքների, կլիներ սխալ: Այդ պատճառով էլ որոշում կայացվեց չներդնել կենսաթոշակային ապահովագրության պարտադիր կուտակային համակարգ: Այսինքն՝ մնալ մայրցամաքային Եվրոպայի կենսաթոշակային ապահովման մոդելի պարագծում, որը հիմնված է սերունդների համերաշխության սկզբունքի վրա», - պատմել է Քոչարյանը:


Նա ընդսմին նշել է, որ խոսքը լավ կամ վատ մոդելի ընտրության մասին չէ, որոնցից յուրաքանչյուրն ունի իր առավելություններն ու թերությունները  եւ տարբեր երկրներում կիրառման հաջողված կամ ձախողված օրինակներ: «Խոսքը վերաբերում է կոնկրետ երկրի իրադրությանը առավել չափով համապատասխանող մոդելի ընտրությանը, եւ դրա ներդրման հետ կապված հնարավոր ռիսկերի ճիշտ գնահատմանը: Կուտակային ֆոնդերն ամենից շատ տարածում ունեն ԱՄՆ-ում, որտեղ ֆինանսական եւ ֆոնդային շուկայի զարգացածության շնորհիվ կուտակումներն արդյունավետ կառավարելու, սեփական տնտեսության պարագծում պահելու լայն հնարավորություններ կան: Էֆեկտն այստեղ կրկնակի է. փողերն աշխատում են ինչպես քաղաքացու, այնպես էլ երկրի տնտեսության օգտին: Ինչպիսի˚ն է ներկայիս իրադրությունը Հայաստանում:  Մի կողմից ծերացող բնակչությունը, նրա ակտիվ մասի երկրից հեռանալը վատթարացնում են աշխատողների եւ թոշակառուների առանց այդ էլ խնդրահարույց հանդիսացող համամասնությունը եւ բարդացնում աշխատող մասի կողմից թոշակառուների թոշակների վճարումը: Մյուս կողմից աղքատության աճը կուտակային հատկացումները երիտասարդ աշխատողների համար դարձնում են չափազանց զգալի եւ ռեալ կերպով վատթարացնում են նրանց ֆինանսական վիճակը», - նշել է նա:


Երկրորդ նախագահի կարծիքով, քննարկումները ցույց տվեցին, որ կուտակային հատկացումներին կառավարության մասնակցությունը բավարար շարժառիթ չէ երիտասարդության համար՝ նկատի առնելով ռեֆորմի երկարատեւ բնույթն ու վստահության մեծ դեֆիցիտը: «Հայաստանը գործնականում չունի ֆոնդային շուկա եւ ակնհայտ է, որ կուտակված միջոցների մի մասը պարտքի տեսքով տրվելու է կառավարությանը դրա՝ պարտքային պարտավորությունների ձեռքբերման միջոցով: Կառավարությունը հարմար առիթ է ստացել մեծացնելու ներքին փոխառությունները եւ շատ հավանական է կխանդավառվի դրանով: Միջոցների մյուս մասը դուրս է բերվելու Հայաստանի սահմաններից, որովհետեւ մենք դրանք կառավարելու բավարար ֆինանսական գործիքներ չունենք: Սա դժվար է դրական հանգամանք անվանել երկրի տնտեսության համար (հաշվի առնելով նաեւ արդեն իսկ գոյություն ունեցող զգալի պարտքը)», - ընդգծել է Քոչարյանը:



Նրա
ասելով, որեւէ հրաշագործ լուծում այստեղ, պարզապես, չկա: «Ակնհայտ է միայն, որ տնտեսական աճի լավ տեմպի եւ բնակչության զբաղվածության բարձր մակարդակի պարագայում  հարցի սրությունը նշանակալիորեն մեղմ կլիներ», -
նշել է նա: Երկրորդ նախագահի կարծիքով, ամենամեծ խնդիրը ֆինանսական շուկանների աճ գրանցած  տատանողականությունն է, ինչի հետեւանքով մեծանում են թե կուտակված միջոցների կառավարման, թե դրանց մասնակի կորստի հետ կապված ռիսկերը: «Վերջին ճգնաժամի հետեւանքով բազմաթիվ կենսաթոշակային ֆոնդեր լուրջ գումարներ կորցրեցին եւ չկա ոչ մի երաշխիք, որ այդպիսի բան էլ չի կրկնվի: Նման կորուստները փոխհատուցելու բավարար միջոցներ ՀՀ կառավարությունը չունի: Երաշխավորումը բյուջեով՝ փաստարկ է միայն միամիտների համար: Իսկ թե որքան արդյունավետ կկառավարվեն քաղաքացիների կուտակած միջոցները՝ մեծ հարց է», - նշել է նա, հավելելով, թե չի ուզում մխրճվել ընդունված օրենքի խնդրահարույց մանրամասների մեջ, որոնց մասին շատ են խոսել (եւ բավականին փաստարկված) կառավարության ընդդիմախոսները ինչպես ԱԺ-ում, այնպես էլ մամուլում հրապարակված տարբեր հոդվածներում եւ ծավալված քննարկումներում: «Կարծում եմ, այդ դիտողություններից շատերին պետք էր ականջալուր լինել: Միայն ժամանակը կարող է ցույց տալ, թե արդյոք ճիշտ վարվեց կառավարությունը՝ սկզբնավորելով պարտադիր կենսաթոշակային կուտա-կում¬ները: Ցավոք, այդ ռեֆորմի յուրահատկությունը շատ երկարաժամկետ լինելն է, եւ որպես կանոն, երբ խնդիրներ են ծագում, ռեֆորմների հեղինակներին արդեն քչերն են հիշում: Իմ վերաբերմունքը ընդունված օրենքին բացասական է, նկատի առնելով ձախողվելու բարձր հավանականությունը՝ մեր քաղաքացիների միջոցների կորստով: Կարելի է հետադարձ հայացքով մոդելավորել իրավիճակը եւ հաշվարկել, թե կուտակումների ինչ մասնաբաժին կկորցնեին մեր քաղաքացիները ճգնաժամի պատճառով, եթե մենք 2005 թվականին ներդրած լինեինք պարտադիր կուտակումը: Ներողություն խնդրելը ինձ հաստատ չէր փրկի: Իսկ ճգնաժամերը պարբերաբար կրկնվում են եւ, որպես օրենք՝ այն ժամանակ, երբ դրանց ոչ ոք չի սպասում», -
