Transition to the 100% proportional system of elections will hҐlp developing the Armenian parties, the second president of Armenia Robert Kocharyan told yerkir.am, commenting on the demand by the four parliamentary opposition forces (ARFD, Prosperous Armenia, Armenian National Congress and Heritage Parties) to transfer to the 100% proportional election system.
"This issue has matured and I support the opposition in this issue," Kocharyan said. He said the problem is deeper than it may seem. At first, he said, it is necessary to democratize the parties refusing from political figures that no longer enjoy authority. "Otherwise, even the transition to the 100% proportional system will not change much in the parliament, as the same persons will enter the parliament," he said.
As for the opposition's demand for supervisory powers, Kocharyan said that in conditions when corruption and shadow economy have reached such high level - at least look at the latest reports by the Supervisory Committee - this may really turn into a mechanism to restrict the endless appetite of the statesmen.
