Ազգային ժողովում «ՀՀ 2013թ. պետական բյուջեի կատարման տարեկան հաշվետվությունը հաստատելու մասին» որոշման նախագծի քննարկումը լավ հնարավորություն է գնահատելու նախկին վարչապետ
Տիգրան Սարգսյանի գործունեությունը, ով 6 տարի գլխավորել է հանրապետության
կառավարությունը: Այդ մասին ԱԺ ամբիոնից հայտարարել է ՀԱԿ խմբակցության պատգամավոր Նիկոլ Փաշինյանը:


 


Նրա
ասելով, Տիգրան Սարգսյանի կառավարությունն «ամենասկանդալայինն» է երրորդ հանրապետության պատմության մեջ, և այդ բոլոր սկանդալները հիշելու համար հարկավոր է կազմել
դրանց հիթ-շքերթը։ 10-րդ հորիզոնականում 2008 թվականի հոկտեմբերի 22-ին ԱԺ հարցուպատասխանի ժամանակ Տիգրան Սարգսյանի արած հայտարարությունն էր, երբ նա, ի պատասխան Արտակ Դավթյանի հարցի, առաջարկել էր հնարավորինս քիչ խոսել Հայաստանի
տնտեսության վրա համաշխարհային ճգնաժամի հետևանքների և Հայաստանին սպառնացող
աղետի մասին: Ուշագրավ է, որ երբ  ճգնաժամն արդեն մտել էր մարդկանց տները, վարչապետն առաջարկում էր դրա մասին չխոսել: Արդյունքում` Հայաստանի տնտեսությունը 2009 թվականին արձանագրեց 14,8 տոկոս անկում՝ այս ցուցանիշով 2-րդ տեղը զբաղեցնելով աշխարհում։ Հիթ-շքերթի 9-րդ հորիզոնականում արդարադատության նախկին նախարար Հրայր Թովմասյանն է, ով այժմ գլխավորում է ԱԺ աշխատակազմը: Ինպես
հիշեցրել է, Փաշինիանը, 2014 թվականի փետրվարի 14-ին հենց Թովմասյանն էր
ընդդիմադիր պատգամավորների հասցեին ասել`   «ղալաթ են անում». «Եվ սա ասում էր մի կառավարություն, որը ժամանակ առ ժամանակ խոսում էր քաղաքական նոր մշակույթ ձեւավորելու մասին», - հայտարարել է Փաշինյանը, 8-րդ հորիզոնականում դնելով 2011 թվականի նոյեմբերի 11-ին Մարզահամերգային համալիրում նախկին վարչապետի հարբած վիճակում հայտնվելը։ «Ալկոհոլ օգտագործելու մեջ ոչ մի կրիմինալ չկա։ Բայց եթե մարդ ի վիճակի չէ գնահատել իր անձնական վիճակը, ինչպե՞ս էինք մենք նրանից ակնկալում գնահատել երկրի տնտեսական վիճակը», - ասել է Փաշինյանը։



Հիթ-շքերթի 7-րդ հորիզոնականում ընդդիմաքդիր  գործիչը դրել է Տիգրան Սարգսյանի հարցազրույցը «168 ժամ» թերթին, որում նա հայտարարել էր տառացիորեն հետևյալը. «Ի՞նչ անենք, ամեն ինչ անենք, որ մարդիկ չփախչե՞ն Հայաստանից։ Որ այդ կրիտիկական զանգվածը մնա Հայաստանո՞ւմ, այստեղ անեն հեղափոխությո՞ւն»։ Եվ չնայած այդ հայտարարությունների հետագա հերքումներին` ցանցում հայտնվել
էր հարցազրույցի լրիվ տարբերակը, որն ապացուցում էր, որ թերթը ճշտորեն է
ներկայացրել Սարգսյանի խոսքերը: 6-րդ հորիզոնականում գազի սկանդալն է, երբ կառավարությունը երկու տարի հանրությունից թաքցրել էր, որ Ռուսաստանից մատակարարվող գազը թանկացել է: Փաշինյանի համոզմամբ, դա անհրաժեշտ էր քաղաքապետի, խորհրդարանի և նախագահի ընտրություններում «վստահության քվե» ապահովելու համար։ 5-րդ հորիզոնականում արագաչափերի եւ տեսախցիկների տեղադրումն է, ինչի հետեւանքով երկու տարվա ընթացքում ՀՀ քաղաքացիների վրա դրվեց 11 մլրդ դրամի լրացուցիչ բեռ: Ընթացիկ տարում այդ բեռը կավելանա մինչև 20 մլրդ դրամ: «Բայց չէ որ
բնակչությունն  այդ միջոցները պետ է
ուղղորդեր հագուստի, սննդամթերքի ձեռք բերմանը, կոմունալ վճարումներին և այլ
ծախսերի, հանգստին», - շարունակել է Փաշինյանը: 4-րդ տեղում «Նաիրիտ» գործարանին
առնչվող սկանդալն է: Պատգամավորի ասելով, հենց Տիգրան Սարգսյանն էր 70 մլն դոլարի խոշոր վարկ ներգրավել, որը տրվել էր մի անհայտ ընկերության, ինչի արդյունքում «Նաիրիտը» սնանկացավ։ Բայց գլխավորն այն է, որ Տիգրան Սարգսյանի եղբայրը, լինելով «Նաիրիտի» փոխտնօրեն,  ստանում
էր աստղաբաշխական աշխատավարձեր, իսկ աշխատողները մինչ օրս բողոքում են` պահանջելով վերադարձնել իրենց վաստակած միջոցները: Երրորդ հորիզոնականում կուտակային կենսաթոշակի համակարգի ներդրմանն առնչվող սկանդալն է. «Ինչ աստիճանի հակասահմանադրական պետք է լիներ
օրենքը, որ նույնիսկ մեր պայմաններում Սահմանադրական դատարանը այն ճանաչեր
այդպիսին», - ընդգծել է ընդդիմադիր գործիչը, հիթ-շքերթի երկրորդ տեղը տալով Արարատյան դաշտավայրի արտեզյան ջրերի պատմությանը: Լինելով ջրային պաշարաների հանձնաժողովի նածխագահ`  Տիգրան Սարգսյանն իրավիճակը հասցրել էր
բնապահպանական աղետի: Իսկ 1-ին տեղում օֆշորային սկանդալն է, երբ կառավարության միջնորդությամբ 10 մլն դոլարի վարկային միջոցներ էին փոխանցվել  Կիպրոսի օֆշորային գոտի, և մինչ օրս այդ միջոցների ճակատագրի մասին ոչինչ հայտնի չէ:
