The final report on audio and video expert examination within the frames of the lawsuit filed on the fact of shooting near the house of ex-governor of Syunik region, Suren Khachatryan, on 1 June 2013.
As press-service of Armenia's Defence Ministry reported, according to the final report of the expert examination, the data about the date and time reflected in the video meet reality. According to requirements of the Criminal Code of Armenia, the final report was handed over to the cessionary of the victim, Emil Budaghyan, the defendant Artak Budaghyan and his lawyer Hayk Alumyan. After studying the final report, the defendant Artak Budaghyan, refused to give evidence. The confrontation was held with a victim Nikolay Abrahamyan and witnesses Karine Harutyunyan, Larisa Barsegyan and Angelina Kayan, as there were disagreements in their testimony. The defendant Artak Budaghyan was again called in for questioning on 23 August, at 10:00 AM. The investigation is underway.
To recall, shots were fired nearby Syunik governor Suren Khachatryan's house in Goris city, on June 2 at around 12:10am. As a result, one person was killed and two others sustained gunshot wounds and were taken to Goris hospital. The person who died was Avo Budaghyan, the former Goris mayoral candidate. The wounded were Budaghyan’s brother Artak, and Nikolay Abrahamyan, a relative and bodyguard of Khachatryan. Subsequently, the wounded were transferred to capital city Yerevan. A criminal case was launched on charges of murder and illegal carrying, possession, and use of arms and ammunition. The Military Prosecutor's Office is conducting the investigation. Two people were arrested in connection with this incident. One of them is the Syunik regional governor’s son,
Tigran Khachatryan, 19, and the other is the governor's bodyguard, Zarzand Nikoghosyan.
Pursuant to his petition, Suren Khachatryan was relieved of his duties as Governor of Syunik Region. Artak Budaghyan was charged with an armed assault.
