The mass media have recently published Armenian programmers' letter addressed to the chairman of the Central Bank of Armenia (CBA). The letter asked the CBA to explain why Google AdSense and Paypal do not work with Armenia. The ArmInfo News Agency has applied to the CBA to comment on the issue.
The CBA's statement reads: "According to its policy, the Central Bank of Armenia does not reply to anonymous letters but, giving high priority to open contacts with the public, the Bank has found it reasonable to comment on the problem raised in the letter".
The source says that Google AdSense is created for payments via EFT (Electronic Fund Transfer) to the accounts of other website owners for the Google ads on their websites. Unfortunately, for the moment Google AdSense is operating in 29 out of 257 countries. In particular, it operates only in 18 out of 28 EU countries, as well as in Australia, Canada, Hong Kong, Israel, Japan, Mexico, New Zealand, Norway, Switzerland, Turkey and the United States. This list gradually covers more countries, including those in Eastern Europe and Asia.
As regards Paypal, the users registered in this system can make transfers from Armenia via Paypal, but unfortunately, cannot transfer funds to their Paypal accounts or accounts in the Armenian banks. The Central Bank of Armenia continues looking for solutions to this problem and is negotiating with Paypal to lift the restrictions for Armenia.
In addition, the CBA emphasizes that the specified organizations are commercial and base their business policy on their own strategy with due regard for economic reasons.
