ՙԱքիլլես՚. Այնպիսի տպավորություն է, որ Հայաստանի ավտոճանապարհների վարչությունը ՙգործ՚ է ստեղծում Ճանապարհային ոստիկանության համար

Ելնելով Երևան-Երասխ ավտոմայրուղում երթևեկության նշանների տեղաբաշխման տրամաբանությունից` ստեղծվում է տպավորություն, որ Հայաստանի ավտոճանապարհների վարչությունը դրանով իսկ, պարզապես,  լրացուցիչ ՙգործ՚ է ստեղծում Ճանապարհային ոստիկանության համար: ԱրմԻնֆո գործակալությանն այդպիսի կարծիք է հայտնել  ավտովարորդների իրավունքների պաշտպանության ՙԱքիլլես՚ կենտրոնի նախագահ Էդուարդ Հովհաննիսյանը` մեկնաբանելով Երևան-Երասխ ավտոմայրուղում ստեղծված ոչ նորմալ իրավիճակը:

Վերջին ժամանակներս միջպետական նշանակության Երևան-Արտաշատ ավտոմայրուղու 30 կմ երկարությամբ Երևան-Երասխ հատվածում ՙճանապարհային աշխատանքների անցկացման՚ պատրվակով տառացիորեն շաղ են տրված նշաններ, որոնք երթևեկության արագությունը սահմանափակում են մինչև 50 կմ/ժ: Մինչ այդ թույլատրելի արագությունը կազմում էր միանգամայն ընդունելի և անվտանգ 90 կմ/խ: Այն վարրոդներին, ովքեր հանդգնում են անտեսել նշանները և երթևեկել թեկուզ 52 կմ/ժ արագությամբ, անմիջապես կանգնեցնում են և տուգանում հանդիպակաց գծում նրանց դարանակալած ճանապարհային ոստիկանները: Ճանապարհներին նման խեղկատակության դեմ վարորդների բոլոր փաստարկներին ի պատասխան իրավապահ ոստիկանները անբեկանելիորեն մատնանշում են նշանները, որոնց ներկը դեռ չի չորացել: Իրականում այդ տեղամասի ոչ մի հատվածում աշխատանք չի իրականացվում: Շինարարական տեխնիկան կանգնած է միայն երթևեկության երկու հանդիպակաց ուղիների բաժանարար գծի 2-3 կետում: Բուն աշխատանքները, ըստ էության, եթե անգամ իրականցվում են, ապա, բացառապես, այդ ուղու վրա, որը նախատեսվում է ընդլայնել:

ՙԵթե անմիջականորեն երթևեկելի մասում շինարարավերանորոգման աշխատանքներ չեն անցկացվում, առնվազն, անհասկանալի է այն տրամաբանությունը, որի համաձայն, այդ նշանները հայտնվում են: Ես անպայման իրավիճակը կպարզեմ Տրանսպորտի և կապի նախարարության ՙՀայաստանի ավտոճանապարհների վարչության տնօրեն Հենրիկ Քոչինյանից, քանի որ այդ իրադրությունն արդեն անցնում է բոլոր կարելի և անկարելի սահմանները: Դա, պարզապես, անթույլատրելի է և ոչ նորմալ՚, - նշել է իրավապաշտպանը:

Նշենք, որ ԱրմԻնֆոյի թղթակկցի հետ զրույցում մի ոստիկան, ում անունը չենք հիշատակի` իր իսկ շահերից ելնելով, հաղորդել է. ՙՄեզ էլ այնքան դուր չի գալիս այն, ինչ մեզ ստիպում են անել, սակայն, ինչ արած, աշխատանքը մնում է աշխատանք: Նրա ասելով, Ճանապարհային ոստիկանության շարքային աշխատակիցներն իրենք էլ հասկանում են, որ միջպետական մայրուղում երթևեկության թույլատրելի արագությունը մինչև 50 կմ/ժ սահմանափակելը օրը ցերեկով կողոպուտ է հիշեցնում, սակայն ոչինչ անել չեն կարող` ՙհրաման է արձակվել վերևից՚:

Նշենք նաև, որ հենց այսօր առավոտյան նույն Արտաշատ մուտք գործելիս հենց անորակ ասֆալտե ծածկույթի հետևանքով տեղի է ունեցել ճանապարհատրանսպորտային պատահար: ՙՎԱԶ՚ մակնիշի մարդատար ավտոմեքենան, ընկնելով ավտոմայրուղու կենտրոնում գոյացած վիթխարի ջրափոսը և կորցնելով կառավարումը, բախվել ճանապարհի վրա կառուցված կամրջի հենասյուներին: Դատելով շտապ օգնության երկու մեքենաների առկայությունից` տուժած մեքենայի ուղևորներին ու վարորդին, ակնհայտորեն, միայն վախով գլուխներն ազատել չի հաջողվել:
