Instead of hysteria Baku should have launched a real dialogue with Stepanakert for use of the Sarsang reservoir, Naira Zohrabyan, Head of Armenia's Delegation to PACE said in her speech at PACE. She expressed surprise at PACE's position on the Sarsang reservoir.
"Yet last year, the PACE Bureau adopted a sober decision that just took into account Azerbaijan's illogic statements. However, at its April Session, the PACE Bureau changed its decision for some unknown reasons and charged the committee for social issues to prepare a resolution based on Azerbaijan's motives," Zohrabyan said.
She officially declared that the Nagorno Karabakh Republic leadership has repeatedly confirmed its readiness to start a dialogue with Baku on the joint use of the Sarsang reservoir on the basis of a mutually advantageous cooperation. Baku was regularly informed of the NKR's offers through the ICRC and the OSCE MG representatives. However, Azerbaijan keeps declining Karabakh's offers. In this light, PACE's actions look quite biased and subjective.
Zohrabyan said that Armenia's Delegation is preparing a proposal on the problem of the Armenian villages bordering with Azerbaijan. "Azerbaijani armed forces constantly fire at the Armenian villages where people do not cultivate their lands not to be shot by the enemy. This is the reality. I hope the PACE Bureau will consider it as a basis for a relevant resolution," the Armenian parliamentarian said.
