Խորհրդարանի ՀՀԿ
խմբակցությունը տապալել է կառավարությունում կոռուպցիայի մասին ՀԱԿ հարցմանն
առնչվող որոշումը:


 Մինչև քվեարկությունը ՀԱԿ խմբակցության ղեկավար Լևոն
Զուրաբյանը, դիմելով հանրապետականներին, կոչ էր արել համատեղ ջանքերով պայքարել
երկրում առկա առաջին չաքիրի` կոռուպցիայի դեմ: «ՀԱԿ ներկայացրած որոշման նախագիծն
առաջարկություն է կառավարությանն ու Գլխավոր դատախազությանը: Եկեք այդ փաստերն
ուղարկենք Գլխավոր դատախազություն և կառավարությանը հանձնարարենք նախապատրաստել
անհապաղ միջոցառումների փաթեթ: Եթե դուք հրաժարվում եք դրանից, ապա դառնում եք
Հայաստանում կոռուպցիայի գլխավոր պաշտպանները», - ասել է Զուրաբյանը:


 Նրա խոսքերը, սակայն, համոզիչ չեն թվացել
հանրապետականներին: ՀՀԿ խմբակցության ղեկավար Գալուստ Սահակյանը նշել է, թե
հանրապետականները գիտեն` ինչպես պայքարել կոռուպցիայի դեմ: Նա նշել է, որ ՀՀԿ
խմբակցությունը դեմ կքվեարկի, քանի որ «չի կարող իրավական ձև հաղորդել անհեթեթ
պնդումներին»: Վեճին միջամտել է ԱԺ փոխխոսնակ, ՀՀԿ մամուլի քարտուղար Շարմազանովը,
ով հայտարարել է, թե կոռուպցիան խնդիր է, սակայն երկրի ղեկավարությունը բավականաչափ
կամք և ցանկություն ունի դրա դեմ պայքարելու համար: Նրանց և ՀԱԿ խմբակցության
պատգամավոր Նիկոլ Փաշինյանի միջև խոսքակռիվ է սկսվել, որը վերաճել է փոխադարձ
վիրավորանքների: Վեճը հաջողվել է կարգավորել միայն քվեարկության մասին
հայտարարելուց հետո, ինչի արդյունքում հանրապետականները տապալել են ՀԱԿ
նախաձեռնությունը: Որոշմանը «դեմ» է քվեարկել 62, «կողմ»` 10 պատգամավոր: Ուշագրավ
է, որ ԲՀԿ հրաժարվել է մասնակցել քվեարկությանը: Խմբակցության քարտուղար Նաիրա
Զոհրաբյանը նշել է, որ իրենք նախապես այդ մասին տեղեկացրել էին ՀԱԿ անդամներին:
Նրա ասելով, քվեարկությունից հրաժարվելը պայմանավորված էր փաստաթղթում առկա որոշ
ձևակերպումներով:


 



Հիշեցնենք,
որ ավելի վաղ Զուրաբյանը հայտարարել էր, որ կառավարությունում կոռուպցիայի
վերաբերյալ հարցումը, որը հիմնված է այնպիսի կազմակերպությունների
հետազոտությունների տվյալնեիր վրա, ինչպես` ՀԲ, ԱՄՀ, Transparency International,
Gallup International, ցույց է տալիս, որ Հայաստանում կոռուպցիան համակարգային
բնույթի է: Նրա ասելով, կոռուպցիան բուրգ է, որի գագաթին կանգնած է բարձրագույն
պետական պաշտոնյաների մի խումբ: «Այդ գնահատականների համաձայն, կառավարությունը
հարկային դաշտ չի ներգրավում խոշոր բիզնեսի ներկայացուցիչներին, որոնք սերտ
հարաբերություններ ունեն իշխանության հետ: Փոխարենը`  լրացուցիչ հարկեր են սահմանում մնացած
ձեռներեցների համար`  նրանց ենթարկելով
հարկային ահաբեկչության: Դրա հետևանքով պետբյուջեն հսկայական վնասներ է կրում, որոնք կազմում են տարեկան մոտավորապես 1.7-1.8 մլրդ դոլար», - նշել է Զուրաբյանը: Նրա ասելով, կառավարությանը ներկայացված ՀԱԿ հարցման մեջ հավաստվում  է նաև, որ վարչապետ Տիգրան Սարգսյանը WLISPERA HOLDINGS
LIMITED և ABS Global Limited ընկերությունների միջոցով 1.6 մլն դոլար է ստացել: Ավելին, նշվել է, որ «Արմավիա» ընկերությունը տարիներ շարունակ գտնվել է կառավարության հովանավորության ներքո և չի կատարել իր հարկային պարտավորությունները: «Իրավապահ մարմինների հանցավոր անգործության պատճառով բյուջեն չի ստացել ավելի քան 7 մլրդ դրամ», - ասել էր ընդդիմադիր գործիչը:
