Նախարարն արդար և փոխընդունելի որոշում է խոստացել ժամանակավոր անշխատունակության մասին օրենքի վերաբերյալ

 Կառավարությունն
արդար և բոլոր կողմերի համար ընդունելի որոշում կկայացնի ժամանակավոր անաշխատունակության
մասին օրենքի վերաբերյալ: Հոկտեմբերի 31-ին այդ մասին լրագրողներին հայտարարել է
աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը:


 


Նրա ասելով, ավելի վաղ ներկայացված օրինագիծը, որը բուռն
բողոք էր հարուցել հասարակության շրջանում, այդ ոլորտի խնդիրները լուծելու
կառավարության փորձ էր: «Մենք նույնպես կիսում ենք մտահոգությունն աշխատող մայրերի
շահերի պաշտպանությամբ: Նրանց շահերը չեն անտեսվի: Շուտով կընդունվեն համապաատսխամ
մեխանիզմներ բոլոր ռիսկերն ու սպառնալիքները վերացնելու համար: Նոր
փոփոխություններով օրինագիծը պատրաստ կլինի արդեն 2-3 օր հետո», - խոստացել է
նախարարը:


 


Պատասխանելով այն հարցին,
թե արդյոք երկար աշխատանքային ստաժ ունեցող կանայք նպաստ կստանան աշխատավարձի 100
տոկոսի հաշվարկից, նախարարը հայտարարել է, թե իր խոսքերից հենց դա է հետևում:


 


Նշենք, որ նախօրեին
կառավարության նիստում վարչապետ Հովիկ Աբրահամյանը, փաստորեն, քննադատել էր
կառավարության իսկ նախաձեռնած ժամանակավոր անաշխատունակության մասին օրենքի
նախագիծը: Նրա ասելով, վատ է, երբ հղիները 
բողոքում են: «Բազմաթիվ քննարկումների արդյունքում պարզ դարձավ, որ հարցի շուրջ, իրոք, կա դժգոհություն: Կարծում եմ, որ մենք այս օրենքի նախագծում ամեն ինչ պետք է անենք, որ որևէ աշխատող հղի կին չտուժի: Դա ընդունեք հիմք», - ասել էր վարչապետը` դիմելով աշխատանքի և սոցիալական հարցերի նախարարին: «Բազմաթիվ հարթակներում քննարկվում է այդ հարցը, դա հանրությանը շատ է հետաքրքրում: Հանրությունը պետք է իմանա, որ կառավարությունը չի գնալու որևէ քայլի, որի արդյունքում կտուժեն հղի կանայք: Նախագծի սկզբունքը սա պետք է լինի. որևէ աշխատող հղի կին չպետք է տուժի», - հայտարարել էր
վարչապետը: Հովիկ Աբրահամյանին ավելի վրդովել էր նախարար
Ասատրյանի ակնարկն այն մասին, թե հանրային քննարկումները դրական արձագանք էին
տվել: «Ինչ դրական արձագանքի մասին է խոսքը, բոլորը դժգոհ են», - նշել էր
վարչապետը: Ի պատասխան` նախարաը հավաստիացրել էր, որ օրինագծի վերջնական տարբերակը
բոլորին կգոհացնի:



Սոցապահովման պետական ծառայությունը, մասնավորապես, առաջարկում է հղիության և ծննդաբերության նպաստը վերանվանել մայրության նպաստ: Օրենսդրական
փոփոխությունները ենթադրում են 2016 թվականից մայրության նպաստ տրամադրել նաև
չաշխատող կանանց, մինչդեռ գործող օրենսդրությամբ նպաստ են ստանում միայն աշխատող
կանայք:  Նախատեսվում է չաշխատող կանանց
տրամադրվելիք մայրության նպաստը հաշվարկել` ելնելով ամսական նվազագույն
աշխատավարձի չափից (50 հազար դրամ): Այդ նպատակով նախատեսվում է արդեն 2016
թվականին լրացուցիչ 8 մլրդ դրամ հատկացնել: Նաև նախատեսվում է 2015 թվականից կրճատել աշխատող կանանց տրվող մայրության նպաստը` կախված աշխատանքային ստաժից: Այսպես, մեկ աշխատատեղում մինչև մեկ տարի ստաժի դեպքում նպաստ կտրամադրվի աշխատավարձի 40 տոկոսի չափով, 1-3 տարի ստաժի դեպքում` աշխատավարձի 60 տոկոսի չափով, 3 տարուց ավելի ստաժի դեպքում` աշխատավարձի 80 տոկոսի չափով: Սահմանվում է նաև առավելագույն չափ. հղիության և ծննդաբերության նպաստի գումարը չպետք է գերազանցի նվազագույն աշխատավարձի հնգապատիկ չափը: Առաջարկվող փոփոխությունները բուռն բողոք են հարուցել քաղաքացիների
շրջանում, որոնք բազմիցս ակցիաներ են անցկացրել կառավարության և խորհրդարանի
շենքերի առջև: Փոխընդունելի մեխանիզմներ գտնելու նպատակով խորհրդարանում
կազմակերպվել են լսումներ:
