Ամենայն
հավանականությամբ, ԵԱՀԿ Մինսկի խմբի համանախագահները ցանկանում են առաջ մղել Հայաստանի և Ադրբեջանի նախագահների
հանդիպումը: ԱրմԻնֆո-ի թղթակցի հետ զրույցում այդպիսի կարծիք է հայտնել Կովկասի
ինստիտուտի փոխտնօրեն Սերգեյ Մինասյանը:


 


Նրա ասելով,
համանախագահների հայտարարությունում, գործնականում, ոչ մի նոր բան չկա, և, ելնելով
իրավիճակից, շեշտադրում է կատարվում այս կամ այն խնդրի վրա: «Համանախագահների
խնդիրն ամեն անգամ կրեատիվ ձևակերպումներ գտնելն է: Երբ շփման գծում
լարվածությունը մեծացավ, միջնրոդները կոչ արեցին մեղմել լարվածությունը: Քարվաճառի
ուղղությամբ դիվերսիոն ներթափանցումից և անչափահաս Սմբատ Ցականյանի սպանությունից
հետո նրանք մտահոգություն հայտնեցին քաղաքացիական անձանց թիրախավորված սպանության
առնչությամբ», - նշել է քաղաքագետը: Ընդ որում նա նշել է, որ Մինսկի խումբը
սահմանափակված է դիվանագիտական ձևակերպումներով և կարող է գործել սոսկ դրանց
շրջանակում:


 


Մինասյանն ընդգծել է, որ
համանախագահները փորձում են շարունակել Լեռնային Ղարաբաղի հակամարտության
կարգավորման բանակցային գործընթացը: Եվ այդ համատեքստում փորձագետը նշել է, որ
գլոբալ գործընթացների ֆոնին չափազանց կարևոր է Ռուսաստանից, ԱՄՆ-ից և Ֆրանսիայից
ԵԱՀԿ ՄԽ համանախագահների փոխհամաձայնեցված դիրքորոշումն այդ հարցի շուրջ:


 


Պատասխանելով այն հարցին,
թե որքանով իրատեսական է բարձր մակարդակի հանդիպումը Նյու Յորքում` ՄԱԿ գլխավոր
ասամբլեայի շրջանակում, Մինանսյանը նշել է, որ ամեն բան կախված է այն բանից, թե
արդյոք միջնորդները կարող են ճնշում գործադրել Ադրբեջանի նկատմամբ և առաջ մղել այդ
հանդիպումը: Նրա ասելով, համանախագահներն ամեն ինչ անում են բանակցային գործընթացը
շարունակելու համար, սակայն տեսանելի ապագայում պետք չէ ակնկալել ինչ-որ արագ և
բեկումնային որոշումներ:


 



Նախօրեին
ԵԱՀԿ Մինսկի խմբի համանախագահներ Իգոր Պոպովը, Ջեյմս Ուորլիքը և Պիեռ Անդրիեն լուրջ
մտահոգություն են հայտնել ղարաբաղյան հակամարտության գոտում լարվածության և բռնությունների աճի, այդ թվում՝ շփման
գծում և հայ-ադրբեջանական սահմանում քաղաքացիական անձանց թիրախավորված սպանությունների առնչությամբ: «Համանախագահները կողմերին
թախանձագին կոչ են արել զոհերից խուսափելու պարտավորություն
ստանձնել և կանխամտածված գործողություններ չձեռնարկել գյուղերի և քաղաքացիական
բնակչության դեմ: Նրանք արտգործնախարարներին կոչ են արել մեղմացնել լարվածությունը և հավատարիմ մնալ հրադադարի պայմաններին», - ասված է ԵԱՀԿ
պաշտոնական կայքում զետեղված հայտարարությունում: Հուլիսի 22-ին Բրյուսելում
միջնորդներն առանձին հանդիպումներ են անցկացրել Հայաստանի արտգործնախարար Էդվարդ Նալբանդյանի և Ադրբեջանի արտգործնախարար Էլմար Մամեդյարովի հետ: ԵԱՀԿ գործող նախագահի անձնական ներկայացուցիչ Անջեյ Կասպրչիկը նույնպես մասնակցել է հանդիպումներին:Ամփոփիչ հայտարարության մեջ ասվում է, որ արտգործնախարարները և համանախագահները քննարկել են նաև նախագահների մակարդակով հանդիպման հնարավոր օրակարգը՝ ընդգծելով Հայաստանի և Ադրբեջանի նախագահների միջև հանդիպումների կարևորությունը խաղաղ բանակցություններում առաջընթաց արձանագրելու համար: Նրանք նաև քննարկել են Նյու Յորքում՝ ՄԱԿ-ի Գլխավոր ասամբլեայի շրջանակներում հանդիպումների հնարավորությունները:
