ԱՄՆ Սենատի Հատկացումների հանձնաժողովը հավանություն է տվել Հայաստանին և Լեռնային Ղարաբաղին ֆինանսական օգնության վերաբերյալ բանաձևին

ԱՄՆ Սենատի Հատկացումների հանձնաժողովը հավանություն է տվել Հայաստանին և Լեռնային Ղարաբաղին ֆինանսական օգնության վերաբերյալ բանաձևին

 Ներկայացուցիչների պալատի հատկացումների հանձնաժողովն ընդունել է 2015 ֆինանսական տարվա պետական, արտաքին գործառնությունների և այլ հարակից ծրագրերի (SFOPS) հատկացումների օրինագիծը, որն իր մեջ ներառում է Միացյալ Նահանգների տնտեսական, մարդասիրական և ռազմական օգնությունը Հարավային Կովկասին:


Ինչպես հաղորդում է Ամերիկայի հայկական համագումարը, Հայաստանին, Ադրբեջանին, Վրաստանին և Լեռնային Ղարաբաղին հատկացվող ֆինանսավորման չափերը չէին նախանշվել օրինագծում:  Ներկայացուցիչների պալատի օրինագիծը նման էր Սենատի տարբերակին, որն հաստատվել էր անցած շաբաթ: Երկու օրինագծերն էլ պահպանել են Ազատության ակտի 907-րդ ուղղումը` վերահաստատելով հումանիտար և այլ աջակցությունների վեց ավանդական բացառությունները Ադրբեջանին: 907-րդ ուղղումը հաստատվել է 1992թ. և պահանջում է Ադրբեջանի կառավարությունից «զգալի քայլեր ձեռնարկել Հայաստանի և Արցախի նկատմամբ բոլոր շրջափակումների վերացման և ուժի այլ կիրառումների դադարեցման ուղղությամբ՚: 


Ներկայացուցիչների պալատի և Սենատի 2015 ֆինանսական տարվա հատկացումների օրինագծերից յուրաքանչյուրը կազմել է մոտավորապես 48 մլրդ ԱՄՆ դոլար, որը մոտ 700 մլն-ով պակաս է 2014 ֆինանսական տարվա սահմանված մակարդակից, և 280 մլն-ով պակաս` 2015 ֆինանսական տարվա համար Նախագահի պահանջվածից: Վարչակազմի բյուջեն նախատեսում է անում տրամադրել 1.7 միլիոն ԱՄՆ դոլար Արտաքին ռազմական ֆինանսավորման (FMF) և 600.000 ԱՄՆ դոլար` Միջազգային ռազմական կրթության և վերապատրաստման (IMET) համար: Այս գումարը 1 մլն ԱՄՆ դոլարով պակաս է անցած տարվա բյուջեի պահանջից Արտաքին ռազմական ֆինանսավորման համար, սակայն Միջազգային ռազմական կրթության և վերապատրաստման համար ֆինանսավորումը կայուն է անցած տարիների հետ համեմատ և պահպանված է ռազմական փոխադարձությունը Հայաստանի և Ադրբեջանի միջև:  Ի հավելում Արտաքին ռազմական ֆինանսավորման և Միջազգային ռազմական կրթության և վերապատրաստման օգնության, Վարչակազմի 2015 ֆինանսական տարվա բյուջեն նաև առաջարկել է, որ Հայաստանը ստանա 20.7 մլն ԱՄՆ դոլար Տնտեսական աջակցության ֆոնդերի համար (համեմատած 24.7 մլն ԱՄՆ դոլարի 2014 ֆինանսական տարվա պահանջի) և 1.7 մլն ԱՄՆ դոլար Թմրանյութերի միջազգային շրջանառության վերահսկման և օրենքի գերակայության ապահովման համար (համեմատած  2.8 մլն ԱՄՆ դոլարի 2014 ֆինանսական տարվա պահանջի): Վարչակազմը նաև զրոյացրել է առողջապահության ոլորտում տրվող օգնությունը: Ընդհանուր առմամբ, 2015 ֆինանսական տարվա բյուջեն տրամադրում է Միացյալ Նահանգների կողմից 24.7 մլն ԱՄՆ դոլար օգնություն Հայաստանին, որը 6.143 մլն ԱՄՆ դոլարով պակաս է Վարչակազմի 2014 ֆինանսական տարվա բյուջեի` 30.843 մլն ԱՄՆ դոլարի համեմատ:  Այս տարվա սկզբին Համագումարը Ներկայացուցիչների Պալատի Հատկացումների հանձնաժողովին ներկայացրած իր հայտարարության մեջ կարևորել է Միացյալ Նահանգների կողմից Արցախին, ինչպես նաև Հայաստանին ցուցաբերվող օգնությունը, և խիստ անհրաժեշտ մարդասիրական օգնությունը Սիրիայում բնակվող հայերին և նրանց, ովքեր արտագաղթում են Սիրիայից: Բացի այդ, Համագումարը մատնանշել է նաև, որ անհասկանալի էր ներման շնորհումը ադրբեջանցի սպային, ով դաժանորեն սպանել էր հայ սպային ՆԱՏՕ-ի ՙԳործընկերություն հանուն խաղաղության՚ զորավարժությունների ժամանակ, և կոչ արել, որ ենթահանձնաժողովը դադարեցնի ռազմական օգնություն հատկացնել Ադրբեջանին: ՙՀաշվի առնելով Թուրքիայի և Ադրբեջանի` Հայաստանի շարունակական շրջափակումը և Ադրբեջանից աճող անվտանգության սպառնալիքները զուգորդված ադրբեջանցի մարդասպանին անբացատրելի ներման շնորհումով, ինչպես նաև մյուս տարածաշրջանային զարգացումները, Համագումարը կոչ է անում Կոնգրեսին ապահովել կայուն օգնություն Հայաստանին և Արցախին՚,- հայտարարել է Համագումարի գործադիր տնօրեն Բրայան Արդունին` հավելելով. ՙԱվելին, Սիրիայում և Իրաքում վերջին զարգացումների հետ կապված` Համագումարը կոչ է անում Կոնգրեսին անհապաղ քայլեր ձեռնարկել` տեղի քրիստոնյա հայ համայնքնին հրատապ հումանիտար օգնություն տրամադրելու նպատակով՚: Այն բանից հետո, երբ նախագծերը կանցնեն համապատասխան բաժինների քննությունը, օրենսդրական գործընթացում հաջորդ քայլը կլինի Հատկացումների քննարկման հանձնաժողովի ստեղծումը: Հանձնաժողովի անդամները նախքան օրինագծի` Նախագահի վավերացմանն ուղարկելը, կներդաշնակեցնեն Ներկայացուցիչների Պալատի և Սենատի ներկայացրած տարբերակներում առկա տարբերությունները:
