Only three candidates will be fighting for the deputy mandate in the 38th electoral constituency, as Pavlik Sargsyan, an un employed pensioner, failed to pay a one million drams electoral deposit even within additional 48 hours provided to him, RFE/RL Armenia Service said.
"It is a matter of principle. I am not able to pay. I would not pay even if I had such sum. I appealed to the Administrative Court, to the president and the prime minister with an official letter on the matter," Sagrsyan said.
Earlier Sargsyan was left out of the presidential race as he failed to pay the electoral deposit also at the last presidential election.
On 21 August, another candidate, a 41-year-old unemployed Tigran Sargsyan, withdrew his candidature for lack of funds for election campaign.
Actually, only three candidates will run for the given position in the electoral constituency No.38 that embraces Kapan, Kajaran, Meghri and Agarak, as well as over 40 villages: former mayor of Kapan Armen Karapetyan (nominated by Republican Party), Samvel Hayrapetyan (nominated Heritage Party), and self- nominated candidate, Director of Kapan GGG Company Vahram Hovannisian. The deadline for registration of the candidates is August 25.
The position of the parliamentarian representing the single-mandate constituency No.38 proved vacant after Vahe Hakobyan was appointed Governor of Syunik Region to replace resigned Suren Khachatryan (nickname Litska).
