Փորձագետ. «Տեղեկատվական տեխնոլոգիաների ոլորտի պետական աջակցության մասին» օրինագիծը կվերաբերվի միայն Start-up, այլ ոչ թե արդեն գործող ընկերություններին

 ՀՀ կառավարության կողմից մշակված` «Տեղեկատվական տեխնոլոգիաների ոլորտի պետական
աջակցության մասին» օրինագիծը, որով նախատեսվում է ՏՏ ոլորտի ձեռնարկություններին
տրամադրել հարկային արտոնություններ, կվերաբերվի միայն Start-up-ներին, այլ ոչ թե
արդեն գործող ընկերություններին: Այս մասին ամսօր Երևանում կայացած մամուլի
ասուլիսում հայտարարել է Հայաստանի ՏՏ ոլորտի ձեռնարկությունների միության (UITE) գործադիր տնօրեն Կարեն Վարդանյանը: 


 


Նրա խոսքով, Հայաստանում
ՏՏ-ոլորտը զարգանում է դանդաղ, ինչի պատճառը ծայր աստիճան սահմանափակ
ֆինանսավորումն է: Այնուամենայնիվ, շարունակել է նա, անգամ սակավ ֆինանսական
ներդրումների պայմաներում էլ ՏՏ ոլորտը կարող է ավելացնել միջին տարեկան աճը`
նախկին 22%-ից մինչև 30%:


 


Դրա համար, նշել է
Վարդանյանը, անհրաժեշտ է կրթության ոլորտում իրականացնել բարեփոխումներ, զարգացնել
բիզնեսը ՏՏ ոլորտում և ստեղծել պետական միասնական մարմին, որը կպաշտպաներ
ինովացիոն գործունեության իրավունքները: «Ներկայումս ինովացիոն գործունեությունը
գտնվում է տարբեր նախարարությունների կառավարման ներքո, և յուրաքանչյուրը «վերմակը
քաշում է դեպի իր կողմը»,-նշել է Վարդանյանը, հիշեցնելով, որ նշված բոլոր
առաջարկները կառավարությանն են ներկայացվել դեռ 4 տարի առաջ:


 


Ասուլիսի մյուս մասնակիցը`
Հայաստանի Հայրենական ապրանքարտադրողների միության նախագահ Վազգեն Սաֆարյանւը
գտնում է, որ օրինագիծը կօժանդակի ՓՄՁ ոլորտի զարգացմանը ՏՏ ոլորտում: Նա հիշեցրել
է, որ ներկայումս ՏՏ ոլորտի մասնաբաժինը Հայաստանի ՀՆԱ Կառուցվածքում կազմում է
2-3%, իսկ օրինագծի կիրառումից հետո այդ ծավալները զգալիորեն կաճեն: Մասնավորապես,
նախատեսվում է ՏՏ ոլորտի 40-50 նոր ձեռնարկույթունների ստեղծում, որոնցից
յուրաքանչյուրում կաշխատի 14-20 մասնագետ: «Ես գտնում եմ, որ կառավարությունը պետք
է հարկային արտոնություններ տրամադրի ոչ միայն ՏՏ ոլորտին, այլ նաև ՓՄՁ մյուս
ոլորտներին, ավելացնելով տարեկան չհարկվող ԱԱՀ գումարը` ներկայիս 58.7 մլն.դրամից
մինչև 100 մլն.դրամ»,-նշել է նա:


 


Տնտեսագետ Վարդան
Բոստանջյանն էլ, իր հերթին, առիթը բաց չի թողել, հեգնելով ՏՏ ոլորտին պետության
ֆինանսավորման թեմայի առնչությամբ: «2010-2011 թվականներին ՀՀ կառավարության
կողմից ՏՏ ոլորտի ֆինանսավորման ծավալը կազմել է այնքան, որքան երգչուհի Նունե
Եսայանը հավաքում է մեկ համերգի ընթացքում, այսինքն`80 մլն.դրամ»,-հայտարարել է
Վարդան Բոստանջյանը:


 


Հիշեցնենք, որ Հայաստանի
ՏՏ ոլորտի տարեկան հասույթը հասնում է 20 մլն.դոլարի: Հայաստանի ՏՏ ոլորտի 500
ընկերություններում աշխատում է 12 հազար մասնագետ, որոնցից 10 հազարը ինժեներներ
են:


 



Նշենք
նաև, որ Հայաստանի ՏՏ ոլորտի ընկերությունների միությունն ստեղծվել է 200
թվականին, որի հիմնադիրներն են Migma, Algorithm, Link, ArmSoft, Arminco и Sedit ընկերությունները:
