Higher education institutions in the country do not have the appropriate identity to implement an electronic system for detecting plagiarism. Meanwhile, the introduction of the institution of counter-plagiarism is one of the most problematic in the education system. Moreover, a number of companies, carrying out the printing of course works and graduation works made by bona fide students, download them into their databases, and then resell them to other students. Some professors and laboratory assistants, who provide course works and graduation works of various kinds for a meager amount of offices with a dubious reputation, also warm their hands on this matter.
The draft law proposes a total ban on advertising services for writing course works and graduation works, and those who were punished, according to the amendments to the Code on Administrative Penalties, will have to wait a fine of 100 times the minimum wage, which currently stands at 55 thousand drams.
The presented package, as the speaker noted, is in the nature of a warning. He announced his intention to introduce amendments to the laws "On Education" and "On Trade and Services", which would completely ban such services.
