ArmInfo. Chairman of the Investigative Committee of the Republic of Armenia Hayk Grigoryan received head of the Directorate for Human Rights and the Rule of Law of the Council of Europe Christophe Poirel.
Greeting the guest, Grigoryan stressed the intensive and effective cooperation with the Yerevan office of the Council of Europe.
The Chairman of the Investigative Committee thanked the guests for the programs they jointly implemented in the past and expressed readiness to deepen ties and continue the programs with a new dimension.
Grigoryan presented a number of programs designed to improve the effectiveness of the preliminary investigation, the implementation of which is in process.
Christophe Poirel welcomed the programs presented by Grigoryan and expressed unconditional support in the process of their implementation.
During the meeting, the head of the Directorate asked the chairman of the Investigation Committee about the problems associated with the use of arrest as a preventive measure.
In his turn, Grigoryan presented statistics for the last two years on the use of arrest as a preventive measure. According to these data, the number of those arrested has decreased from year to year.
Grigoryan, in the presence of colleagues, also stressed the position of the political leadership that the task of law enforcement officers is not to arrest people and fill prisons.
<The statement of the Prime Minister of Armenia that our goal is not to fill prison with people, the best evidence that not only law enforcement authorities, but also the RA authorities attach importance to personal dignity and arrest, as a preventive measure is used only if there are sufficient grounds " Grigoryan added.
At the end of the meeting, Christophe Poirel reiterated his readiness to assist the programs being implemented, praising the Investigative Committee's policy of investigating criminal cases and the steps taken to effectively organize them.
