ArmInfo. Meetings between the  leaderships of Armenia and Azerbaijan are important and should be  held. Artsakh Foreign Minister Masis Mailyan said this in an  interview with journalists following a meeting with the OSCE  Chairman-in-Office, Slovak Foreign Minister Miroslav Laichak,  referring to the upcoming meeting Aliyev-Pashinyan.

"I believe Mr. Pashinyan said that at these meetings he will speak on  behalf of the Republic of Armenia, since he is not authorized to  speak on behalf of Artsakh Republic, that is, from this point of  view, everything is natural and contacts should be continued. By  this, Pashinyan will discuss the issue of restoring the trilateral  format of negotiations, "he said.For clarification whether the issue  of granting authority on behalf of the NKR was discussed at a meeting  of the Security Councils of Armenia and Artsakh, Mailyan noted that  this issue was not discussed, however, recalling that this meeting  was closed and he could not disclose his agenda. "But I can confirm  that there are no tasks to provide any mandate. 

At the same meeting of the Security Council, Pashinyan noted during  his public speech that he will speak only from the name of Armenia  and is not authorized to speak for Artsakh," the NKR Foreign Minister  reiterated .He also disagreed with the allegations that the return of  NKR to the negotiating table would jeopardize the negotiation  process. "I don't think that such processes will occur, since, in my  opinion, the new authorities of Armenia are showing a constructive  approach. They say they will continue to participate in the  negotiations, or rather, in meetings, as there can be no full-fledged  negotiations without Artsakh's participation in them. This does not  mean that Armenia puts Artsakh's participation in the negotiations as  a precondition, but only emphasizes that Yerevan will speak only on  behalf of the Republic of Armenia, "said Mailyan, expressing  conviction that this is a correct and constructive approach, and  similar Inonu - only the result of internal political speculation.
