ArmInfo.The Secretariat of the Anti-Corruption Coalition of Civil Society Organizations notes the gaps in the 5-year government program on anti-corruption.
As stated in the statement of the secretariat received by ArmInfo, the fight against corruption, accompanied by "revolutionary and systemic proposals", has no alternative for the current government. Nevertheless, the authors of the statement believe that from the point of view of the drafting of the document, it is not built on three main pillars that are important for a productive fight against corruption - anti-corruption education, prevention and law enforcement. "This indicates a lack of a systematic approach," they note. In addition, there are no specifics in terms of the implementation of the institutional anti-corruption system and the regulations regarding the priorities of the new strategic policy.
The authors of the statement did not find in the program information about the view of the Cabinet of Ministers on the direction in which the fight against corruption will be carried out in the coming years, which institutional systems will be implemented for this purpose.
"In view of the above, we urge the legislative and executive authorities to abandon the practice of the previous authorities to give the issue situational solutions, and also as soon as possible to form a joint anti- corruption agenda with the participation of all stakeholders. On February 8, the Government of Armenia at an extraordinary meeting approved the program of activities of the Cabinet of Ministers for the next 5 years. The document, according to the regulations, must be approved within 7 days. Armenian Prime Minister Nikol Pashinyan stated that the program fully complies with the conceptual views of the Cabinet. The program was developed on the basis of the election program of the "My step" bloc.
