In the general educational sphere, the government's priorities are: increasing the availability of pre-school education; the introduction of an improved school management system; the provision of food for all children in the lower grades, the transition to universal inclusive education until 2023; giving a new content to a 12-year education, revising the criteria and curricula, stimulating creative thinking and the ability to analyze; modernization of educational programs in accordance with the requirements of the labor market; introduction of dual education system.
Reforms in the field of higher education will be aimed at expanding the autonomy of universities and academic freedoms, increasing management efficiency, creating an institutional framework for accountability and transparency of institutions. It is also planned to expand the research component in the system of higher education, introduce the structure of the educational program in accordance with the requirements of the student, increase the targeting of funding for the sphere and useful ratio of the educational institution.
