ArmInfo. The final agreement on Artsakh is recognition of the independence of Nagorno-Karabakh, and the return of all or part of the territories of the so-called security zone to Azerbaijan.
The first deputy chairman of the Russian State Duma Committee on CIS Affairs and Relations with Compatriots, director of the Institute of CIS Countries Konstantin Zatulin said this on December 1 at a meeting of the Lazarev Club in Yerevan.
The MP noted that this is what lies on the surface of any model. "Under the conditions formed today, it's hardly realistic to speak about the return of these regions in exchange for holding a future discussion on self-determination. After all, Azerbaijan's side is the culprit in violating the cease-fire in 2016, it's Azerbaijan that is constantly increasing aggressive rhetoric, there hasn't been a single year when they would not threaten to resolve this issue by force", Zatulin stressed.
The MP noted that the situation is very complicated by the fact that Azerbaijan is closely watching the tourists who visit Karabakh. Zatulin said that in this situation it is very difficult to insist on the return of territories as a gesture of goodwill or on the basis of the package principle. He noted that Baku pursues the same dead-end policy related to the return of all terrariums, like Georgia, Ukraine, and Moldova. "In a similar way, Azerbaijan itself blocks the path of development as a democratic state, and justifies all sorts of lawlessness in the country by patriotism", the MP stressed. Zatulin also noted that Russia cannot blench to the Karabakh problem: "Moscow should focus its efforts on preventing war". The MP also noted that in Moscow they say that Russia should not intervene in this conflict in order not to spoil relations with either Armenia or Azerbaijan. However, according to Zatulin, this is an inefficient practice, and Russia needs to talk about this problem and contribute to its solution.
