ArmInfo.During the election of the Council of Elders of Yerevan on September 23, 2018, 1155 cases of violations were registered. About 160 observers from the observation mission "Eyewitnesses" conducted monitoring in 80 polling stations in all administrative districts of Yerevan. For the first time in Armenia, the "Eyewitnesses" initiative implemented a methodology called sample-based observation (SBO). This methodology provides statistically valid data on the preparation, voting and generalization of election results. According to the findings of "eyewitnesses", it can be stated that 59% of polling stations in Yerevan were inaccessible for people with disabilities, and 16% had problems with equipment of premises that might prevent secrecy of the voting. In 4% of polling stations there were outsiders, in 3% the order of distribution of functions of members of the commission was violated. About 70 violations were registered at the preparation stage.
During the voting, 1155 violations were registered. 705 violations of voter registration. 46 cases of violations of the order of assistance to the voter and 35 cases of violation of the secrecy of the vote. At 19 polling stations, 26 voters noticed the signature of another person in front of their name. At 18 sites, technical equipment did not work or worked with violations and so on.
At other polling stations, there were cases of attempts to vote instead of another person, cases of obstruction of activities of persons entitled to attend polling stations, attempts to take voting subjects from polling stations, etc.
However, on the whole, it can be said that, unlike the previous elections of the Council of Elders of Yerevan, the September 23 elections were more active and competitive. In comparison with previous elections in the capital, this year 25,000 more voters took part in them.
The recorded incidents in the election commissions will be sent to the administrative court, as well as reports on the election offenses will be addressed to law enforcement agencies.
