As for the inviolability of the former heads of state, then, according to Hovhannisyan, the judge who adopted the Appeal Court's decision to release Robert Kocharyan, no matter how intelligent and educated he was, had to present his withdrawal, since there was a danger of a clash of interests. This decision, according to the politician, has lowered the level of public confidence in the judicial system. "At the same time, I believe that while maintaining the presumption of innocence, it is necessary to give the accused the right to express his point of view, to answer questions, since a certain part of society also has the right to express another point of view ", said the head of the Heritage party.
Hovhannisyan said that we should not expect Kocharian's revenge or return to politics in the near future. "I believe that the people who were and are in power must bear responsibility for their actions. The basis of the accusation against the second president of Armenia is, it must be proved, and everything else will be solved by the legal system," Hovhannisyan summed up.

It should be reminded that after the Armenian Appeals Court on August 13 granted the petition of the lawyers of ex-President Robert Kocharian and canceled the decision of the court of first instance, referring to the inviolability of the former heads of state, the Special Investigation Service of Armenia stated that the decision was illegal, and the Criminal Court of Appeal was for scope of their authority.
