ArmInfo. Armenia's General Prosecutor's Office has revealed a regular corrupt scheme in the defense ministry of the country related to avoiding military service. According to the statement of the Prosecutor General's Office received by ArmInfo, as a result of large- scale operative-search and investigative measures conducted on the basis of a criminal case initiated by the RA Police on July 30, 2018 on the grounds of Art.
311, p.4.2 of the RA Criminal Code and Art. 312 Part 3 of the Criminal Code of Armenia, former employee of the National Security Service of Armenia A.Ђ. assisted within the limits of his powers an official (whose identity is not yet established by the investigation) in conducting illegal activities. "In particular, the latter, in order to release from compulsory military service draftee A.G. born in 1999 demanded a bribe from his father Sh.G. on a particularly large scale ($ 15 thousand or 7.240.650 Armenian drams). Due to this the conscript was given a year deferment of compulsory military service for 2017-2018, "- the Prosecutor General's Office informs. At the same time, the department informed that on August 13 the former employee of the National Security Service was detained on suspicion of committing a crime under article 38-311, part 4, paragraph 2 of the RA Criminal Code, and on August 14 the father of the draftee was detained. He was charged on the basis of art. 312 p. 3 of the Criminal Code of Armenia and Article 38-327, part 2, paragraph 2 of the RA Criminal Code.
The Prosecutor General's Office also informs that during the investigation it was also revealed that the head of the Ninth Territorial Branch of the military registration and enlistment office of the Defense Ministry of Armenia S.A. for illegally releasing E.H. (born in 2000) from compulsory military service demanded from his father K.H. and received a bribe of $ 19 thousand or 9,222,600 Armenian drams. Then the chief of the above military registration and enlistment office acquainted the father of the recruit with the ex-officer of the National Security Service, through whose intermediary an official (whose identity has not yet been established) was given a bribe of $ 800 to relieve the conscript from service. As a result, E.H. evaded the next summer draft of 2018.
The Prosecutor General's Office informs that on August 14 the head of the above military commissariat was detained, he was charged on the grounds of Art. 311 p.4. n2 of the RA Criminal Code. And from the draftee and his father they took the pledge not to leave the place. They are charged on the basis of art. 312 h, 3 p., 1 of the RA Criminal Code, 38-327 part 2 of the p. 2 of the RA Criminal Code and 327, part 2, p. 2, respectively.
"Besides, the investigation found that the former employee of the National Security Service assisted an official (whose identity is not yet established by the investigation), in implementation of illegal actions to release Kh. M. (born in 2000) from compulsory military service, and demanded and received from the draftee $ 2000. As a result, the conscript received a postponement from the summer conscription in 2018. The conscript was charged on the grounds of Article 312, part 2 of the Criminal Code of Armenia and 327, p.2 of the Criminal Code of the Republic of Armenia. As a measure of restraint, a written undertaking not to leave the country was issued. Measures are taken aimed at full and comprehensive disclosure of the case, to identify all the participants in the crime, "the Prosecutor General's Office said in a statement.
