ArmInfo.The right to declassify strictly confidential order ь0038, signed by the former Defense Minister Mikael Harutyunyan, belongs only to the Armenian Defense Ministry, Head of Special Investigation Service of Armenia Sasun Khachatryan told ArmInfo on August 9, referring to the statement by the lawyers of the second president Robert Kocharyan that the investigative body must declassify the secret order in full, not in part, as it was done.
Khachatryan urged the defense team not to speculate with accusations against the investigative body that the SIS allegedly does not want to publish the order fully. "This is not our desire," he said.
According to Khachatryan, the problem with the so-called publication of the order by fragments is overblown. The CIS head reminded that earlier he had published almost all important points of this order on the air. "I do not understand what they mean by speaking of the publication of the document in fragments," he stressed. It is noteworthy that as a result of the publication of No. 0038 order, the scope of people affected in the March 1, 2008 events has expanded. Considering the fact that such an important document as Order No. 0038 was strictly confidential and within the recent 10,5 years the preliminary investigation body did not try to find it and attach it to the case to investigate the circumstances of its involvement, you can imagine that we have suspicions that there are other documents and evidences on which major investigative measures are being carried out, of course, new victims will also be touched upon," Khachatryan said.
In this regard, Khachatryan pointed out to the following trend: people who were fearful of criminal responsibility in due time and did not even report their injuries, turn to the investigative body and get the procedural status of the victim, report all the information they have. As it was reported earlier, in an interview with the mass media, Khachatryan said: "What is this order? According to official information, it was not included in the criminal case, the order was confiscated by us and included in it in July 2018. This order is a strong evidence of the charge. It testifies that the army was involved in the March 1 events."
