ArmInfo.The policy of the Armenian Defense Ministry in the sphere of procurement contains corruption risks. This was stated at the press conference by the chairman of the NGO "National Center for Public Policy Research", adviser to the Prime Minister of Armenia Artak Manukyan, presenting the results of the research of the organization he headed over the past few years.
Of the more than 350 suppliers, several of the largest are distinguished from year to year. In addition to natural monopolies (water, gas, electricity), there are a dozen companies that have been working with the Defense Ministry in recent years. They account for about 40% of the total amount of contracts. For example, it is (fuel), (products), (universal firm, but now it operates in 4 main directions), (lubricating oils), (car parts), etc.
To reduce corruption risks in procurement, Manukyan proposed organizing rural cooperatives. According to him, this will also motivate the villagers. According to him, the peak of purchases for the Defense Ministry falls on the beginning and end of the year. According to the expert, the money saved until the end of the year is more not for purchases, but for New Year corporatives.
